Use of hemp products in animal feed. Provides, for purposes of the commercial feed law, that the definition of "commercial feed" includes hemp or a substance derived from hemp added for use as feed or for mixing in feed for a pet, specialty pet, horse, or animal that will not be sold for human consumption. Defines "hemp" for purposes of the commercial feed law.

Contraceptive coverage. Requires a state employee health plan, a policy of accident and sickness insurance, and a health maintenance organization contract to provide coverage, without cost sharing, for: (1) contraceptive products and services; (2) counseling and screening for certain sexually transmitted infections; and (3) pre-exposure prophylaxis, post-exposure prophylaxis, and human papillomavirus vaccination.

Victims assistance fund. Provides that certain records obtained by the Indiana criminal justice institute during an investigation into a claim for compensation from the violent crime victims compensation fund are confidential. Parent-child relationship. Provides that if a court in a paternity or child custody proceeding does not award joint legal custody or joint physical custody of a child, the court shall enter findings of fact and conclusions of law citing a preponderance of evidence that awarding joint legal custody or joint physical custody is unreasonable and not in the best interest of the child. Provides for a court in a proceeding to modify custody to consider any substantial changes in the facts underlying a previous court decision not to award joint legal custody or joint physical custody. Provides that in allocating parenting time, there is a rebuttable presumption that it is in the best interests of the child for parenting time to be allocated equally or nearly equally between the child's custodial parent and the child's noncustodial parent. Provides that a finding by the court that a history of child abuse or neglect exists with respect to the child is sufficient to rebut the presumption.

Law enforcement powers of fire investigators. Allows a fire investigator who is a member of a fire department that provides service to a first or second class city (city) to exercise police powers for the city if the city police chief and county sheriff receive written notification from the chief of the city fire department or the fire department providing service to the city. (Under current law, a fire investigator must be a member of the city fire department and must be authorized to exercise police powers in the city by the chiefs of the city police department and fire department.)

Veterans' benefits and services poster. Requires that the Indiana department of labor consult with the Indiana department of veterans' affairs to create and distribute a veterans' benefits and services poster. Provides that the veterans' benefits and services poster must contain certain information. Requires that Indiana employers with more than 50 full-time employees (or their equivalent) display the veterans' benefits and services poster in a conspicuous place.

Long acting reversible contraceptives. Requires a hospital that operates a maternity unit to ensure that a woman who is: (1) giving birth in the hospital; and (2) eligible for or receiving Medicaid assistance; has the option, if not medically contraindicated, of having a long acting reversible subdermal contraceptive implanted after delivery and before the woman is discharged. Allows a hospital to be exempt from the requirement if the hospital has a faith based objection. Requires the office of the secretary of family and social services to reimburse the hospital for the following provided to a Medicaid recipient: (1) A long acting reversible subdermal contraceptive, including the cost of stocking the long acting reversible subdermal contraceptive. (2) Placement of the long acting reversible subdermal contraceptive. Provides that the reimbursement must be separate from, and in addition to, the reimbursement for maternity services for the Medicaid recipient. Sunsets the provisions being added in the bill on June 30, 2025. Requires the office of the secretary of family and social services to develop a billing process that maximizes federal funding for purposes of the long acting reversible contraceptives reimbursement for a Medicaid recipient.

Income tax replacement. Eliminates the state adjusted gross income tax by reducing the rate to 0%. Provides that the reduction in revenue resulting from the elimination of the state income tax must be offset by adjustments to the state gross retail tax. Provides that in calculating the local income tax (LIT), which is imposed based on a local taxpayer's state adjusted gross income, the calculation of a taxpayer's state adjusted gross income for LIT purposes shall be calculated under the adjusted gross income tax provisions as if those provisions, and the most recent adjusted gross income tax rate before its elimination, were still in effect.

Reimbursement for prosthetic and orthotic devices. Provides that, after June 30, 2025, orthotic devices are provided under Medicaid. Requires the office of the secretary of family and social services to apply for any state plan amendment or waiver necessary to include prosthetic and orthotic devices under Medicaid. Specifies that a minor may receive a prosthetic or orthotic device for the recipient's medical needs. Requires reimbursement for the replacement of an orthotic device or a prosthetic device for a minor for certain reasons.

Low water crossings. Defines "low water crossing" as a place where a road crosses a stream having a water level that is normally well below the level of the road but may in times of heavy rain rise above the level of the road to a depth that is difficult for the driver of an oncoming automobile to judge, creating the risk that the driver will attempt to cross at the crossing and the driver's automobile will become buoyant and be swept off the road. Defines "low water crossing project" as a project that consists of installing appropriate road signs to warn automobile drivers as they approach a low water crossing, replacing damaged or undersized road culverts in a low water crossing with culverts that will accommodate a greater quantity of stream flow under the road, or replacing a low water crossing with a bridge. Authorizes a local county road and bridge board to undertake low water crossing projects. Requires the commissioner of the department of transportation (department) to ensure that the department makes information available to county boards of commissioners and county highway departments about funding from federal and private sources that might be available to the counties for low water crossing projects. Amends the law on the local road and bridge matching grant fund: (1) to allow grants to local units to be used for low water crossing projects; and (2) to provide that funds allocated for grants to local units having a population of less than 50,000 can be used to make grants to counties below the population limit as well as to municipalities located in counties that are below the population limit.

Access to TikTok on state information technology. Provides that an individual who is issued an electronic device by the state of Indiana for purposes of the individual's work for or on behalf of the state of Indiana may not: (1) install the TikTok application on the electronic device; or (2) use the electronic device to access the website of a corporation that owns and distributes the TikTok application. Requires the office of technology (office) to configure any electronic device managed by the office such that: (1) the TikTok application cannot be installed on the electronic device; and (2) the electronic device cannot be used to access the website of a corporation that owns and distributes the TikTok application. Requires a state educational institution to configure the state educational institution's information technology equipment and services to prevent access to the website or other Internet enabled services of TikTok through the state educational institution's information technology equipment and services.
