College savings tax credit. Beginning in taxable year 2025, increases the credit provided for a contribution to a college choice 529 education savings plan against a taxpayer's adjusted gross income from $1,500 to $2,000 (and from $750 to $1,000 in the case of a married individual filing a separate return), subject to other requirements.

Medical forensic examination kits. Repeals and relocates the statute requiring the superintendent of the state police department (superintendent) to adopt guidelines to establish a standard medical forensic examination kit for victims of sex crimes (kits). Requires the superintendent to adopt guidelines on the processing and testing of kits. Requires law enforcement agencies to submit data to the superintendent concerning kits in the agencies' possession. Requires the superintendent to provide information concerning the processing and testing of kits to the interim study committee on corrections and criminal code. Requires the department of homeland security to develop best practice policies and procedures for crime labs and law enforcement agencies concerning medical forensic evidence of sex crimes. Requires a forensic medical services provider to notify a law enforcement agency regarding the completion of a kit not later than 24 hours after the kit is completed. Requires that a notification be provided to a victim who has registered for notifications through the web based claims reimbursement and sexual assault examination kit tracking system not more than 30 days after a change in status to the kit. Makes conforming changes.

Transition to teaching scholarships. Provides that an applicant for a transition to teaching scholarship after June 30, 2024, must be a member of a household with an annual income of $100,000 or less. Provides that any balance in the next generation Hoosier educators scholarship fund remaining after the award of next generation Hoosier educators scholarships for a fiscal year may be used to fund additional transition to teaching scholarships. Removes a provision concerning the reduction of scholarships if certain limits are exceeded.

Gold and silver as legal tender. Defines "specie" as: (1) coin having gold or silver content; or (2) refined gold or silver bullion. Provides that the following specie are recognized as legal tender in Indiana ("specie legal tender"): (1) Specie coin that is issued by the United States government or by a foreign government at any time. (2) Any other specie that a United States court, in a final nonappealable judgment, determines to be within state authority to make or designate as legal tender under the Constitution of the United States. Provides that except as otherwise specifically provided by law or contract, a person may not compel any other person to tender or accept specie as legal tender. Provides that a prevailing party in an action for breach of any contract provision that specifically provides for a type or form of specie as tender, regardless of whether the specie is recognized as legal tender in Indiana, is entitled to specific performance of the contract provision. Provides that specie and specie legal tender: (1) are not subject to assessment and taxation under Indiana's property tax statute; and (2) are exempt from the state gross retail tax.

Minimum age to purchase firearms. Makes it a Level 5 felony for a: (1) licensed importer, licensed manufacturer, licensed dealer, or licensed collector (licensee); or (2) person who is not a licensee (private seller); to knowingly or intentionally sell, trade, give, transport, deliver, or otherwise transfer a firearm to a person whom the licensee or private seller knows is less than 21 years of age. Specifies exceptions that apply to a private seller. Requires a court to impose consecutive sentences upon a private seller who is convicted of certain offenses.

Wage history and wage range. Prohibits, with certain exceptions, an employer from relying on the wage history of an applicant in the hiring process and in determining wages. Prohibits an employer from failing or refusing to: (1) disclose the wage or wage range and a general description of benefits in a posting for a job, promotion, transfer, or other employment opportunity; and (2) provide an employee with the current wage or wage range and a general description of the benefits upon hire, promotion, transfer, and the employee's request. Prohibits an employer from retaliating against an applicant under the wage history provisions and an applicant or employee under the wage range provisions. Provides that an applicant or employee may file a complaint alleging a violation with the department of labor (department), or the department on its own may initiate an investigation and file a complaint alleging a violation. Sets forth civil penalties for a violation. Requires the department to provide a list of employers that have four or more violations to the office of the chief equity, inclusion, and opportunity officer (office). Requires the office to post the list on the equity data portal.

Sexual offenses. Provides that an action for injury to a person that results from the sexual abuse of a child, that has expired under the current statute of limitations, may be commenced before July 1, 2025, against specified entities seeking bankruptcy protection, if certain circumstances exist. Provides that certain images created by artificial intelligence or similar means constitute an "intimate image" for purposes of: (1) a civil action involving nonconsensual pornography; or (2) the crime of distributing an intimate image. Specifies that an intimate image, for purposes of the criminal offense, must appear to depict the alleged victim. Exempts certain news media and internet and cloud service providers from the criminal offense under certain circumstances. Provides that "peep", for purposes of the voyeurism statute, includes the use of a concealed camera with the intent of capturing an intimate image. Makes conforming amendments.

Various gaming issues. Provides that a hold harmless agreement or an agreement to offset a financial loss between a casino, riverboat, or unit of government and another unit of government concerning potential losses of revenue by the other unit of government is prohibited and unenforceable. Repeals the requirement that the licensed owner of a riverboat operating in Vigo County pay certain payments to the city of Evansville. Repeals language concerning a supplemental payment to East Chicago, Hammond, and Michigan City under certain circumstances. Repeals the historic hotel district community support fee.

Concurrent jurisdiction of juvenile court. Provides concurrent jurisdiction over adoption proceedings to the juvenile court in which a child in need of services (CHINS) proceeding, termination of parental rights (TPR) proceeding, or a juvenile delinquency proceeding is open or pending. Requires notice of a pending adoption be given to the juvenile court if the child to be adopted is the subject of an open or pending CHINS, TPR, or juvenile delinquency proceeding. Provides that the juvenile court receiving notice of a pending adoption has 10 days after receiving notice to exercise jurisdiction over the adoption, decline jurisdiction over the adoption, or take matters under consideration pending a hearing. Requires a petition for adoption to include whether the child to be adopted is the subject of an open or pending CHINS, TPR, or juvenile delinquency proceeding. Requires the probate court to order the adoption proceeding with all papers and files to be transferred to the juvenile court exercising jurisdiction over the CHINS, TPR, or juvenile delinquency proceeding if the juvenile court elects to exercise jurisdiction over the adoption.
