Driver instructions of law enforcement procedures. Requires the driver education advisory board to consult with the commissioner of the bureau of motor vehicles (commissioner) and the state police department, and advise the commissioner in the administration of the policies of the commission and the bureau of motor vehicles (bureau) regarding driver education in: (1) the procedures of a law enforcement officer during a traffic stop; and (2) the actions a person should take during a traffic stop, including appropriate interaction with a law enforcement officer. Requires the bureau to include in any driver education manual published by the bureau the following: (1) A description of the procedures of a law enforcement officer during a traffic stop. (2) An explanation of the actions a person should take during a traffic stop, including appropriate interaction with a law enforcement officer. Provides that driver education curriculum must include instruction about actions to take during a traffic stop and the appropriate interaction with a law enforcement officer during a traffic stop.

Discriminatory financial services practices. Prohibits a financial services provider from discriminating in providing financial services to a consumer by using a social credit score as a basis for directly or indirectly: (1) declining to provide to the consumer full and equal access to one or more financial services; or (2) providing the consumer with one or more financial services on less favorable terms and conditions than would otherwise apply to the consumer if a social credit score were not used. Defines "social credit score" for purposes of these provisions. Specifies that the term does not include an analysis that involves a financial services provider's evaluation of any quantifiable risks of a consumer's participation in certain business activities or business associations, if the analysis is based on impartial, financial risk based standards that are: (1) established in advance; and (2) publicly disclosed to customers and potential customers; by the financial services provider. Provides that if a financial services provider refuses to provide, terminates, or restricts one or more financial services with respect to a consumer, the consumer may request from the financial services provider a statement of the specific reasons constituting the basis for the refusal, termination, or restriction. Provides that a financial services provider that receives such a request shall transmit to the consumer a written statement setting forth the specific reasons constituting the basis for the refusal, termination, or restriction. Sets forth requirements regarding the: (1) content of; and (2) means and time frame for submitting; a request or statement under these provisions. Provides that a violation of these provisions constitutes a deceptive act that is actionable under the deceptive consumer sales act only by the attorney general. Provides that a consumer aggrieved by a violation of these provisions may bring a civil action for damages, injunctive relief, or both.

School bus stop arm violation notification. Provides that when an individual registers a vehicle, the bureau of motor vehicles shall provide notice that a person who operates a vehicle and who recklessly passes a school bus stopped on a roadway or a private road when the arm signal device is in the device's extended position commits a Class A misdemeanor.

Elimination of annual adjustments of assessed values. Eliminates the annual adjustments (or "trending") to assessed values of certain real property for assessment dates beginning after December 31, 2024. Retains the provisions in current law that require four year cyclical reassessments. Allows a reassessment plan for the four year cyclical reassessments to include trending factors in the plan. Does not eliminate the annual adjustment for agricultural land. Makes conforming changes. Makes technical corrections.

Tax and fiscal control over libraries. Eliminates the authority of public libraries to impose an ad valorem property tax as a "taxing unit". Requires a public library to prepare and submit an annual budget in the same manner as other departments of county or municipal government. Requires the fiscal body of a county or municipality in which the territory of the public library is located to provide the revenues necessary for the operation and maintenance of the public library by a special tax levy, a specific appropriation, or both. Provides that a special tax levy for public library purposes is included in the calculation of the maximum permissible property tax levy for the county or municipality. Prohibits public libraries from providing a function or service that is not a core public function of the library, unless the specific function or service is included as a line item request in the public library's budget and is approved and funded by the county or municipality to which the budget proposal is submitted. Defines "core public function" for purposes of the statute.

Distributions of public safety income tax revenue. Defines"courtroom costs". Provides that a county fiscal body may adopt an ordinance to impose a tax rate for: (1) in the case of a tax rate adopted before January 1, 2024, county staff expenses of the state judicial system in the county; or (2) in the case of a tax rate adopted after December 31, 2023, courtroom costs of the state judicial system in the county. Provides that the revenue shall be used by the county: (1) in the case of the tax rate adopted before January 1, 2024, only for paying for county staff expenses of the state judicial system in the county; and (2) in the case of a tax rate adopted after December 31, 2023, only for paying the courtroom costs of the state judicial system in the county. Provides that the local income tax revenue spent by each county may not comprise more than 50% of the county's total operational staffing expenses related to the courtroom costs of the state judicial system in any given year. Provides that a township fire department, volunteer fire department, fire protection territory, or fire protection district may apply to the county adopting body for a distribution of local income tax revenue that is allocated to public safety purposes. Requires the county adopting body to review certain submitted applications at a public hearing.

Occupational licensing. Requires the professional licensing agency (agency) to study universal occupational licensing laws enacted in other states. Requires the agency to submit a report with findings and recommendations to the general assembly not later than October 31, 2025. Extends certain dates and expands certain duties regarding the comprehensive review of occupational licensing by public agencies. Delays the date that certain individuals may begin to file a petition to repeal or modify certain occupational regulations. Oversight of convention and visitor bureau. Provides that, in making appointments to the convention and visitor bureau, the appointing authority shall give sole consideration to individuals who are employed as executives or managers in certain businesses (instead of either knowledgeable about or employed as executives or managers). Provides that Before December 20 of each year, the convention and visitor bureau ("bureau") shall prepare a budget for expenditures during the following year, taking into consideration the recommendations made by a qualified corporation and submit the budget to the county council for its review and approval. Provides that an expenditure may not be made unless it is in accordance with an appropriation made by the county council in the manner provided by law. Provides that a budget prepared by the bureau and approved by the county council must be published on the department of state revenue's interactive and searchable website. Provides that the bureau may expend money from the alternate revenue fund to promote and encourage conventions, trade shows, visitors, special events, sporting events, and exhibitions in the county. Delays the date by which a proposal for the development, operation, and an ownership share in a Lake County convention and event center is considered timely.

Thirteenth check. Provides for a thirteenth check for certain members, participants, or beneficiaries of the: (1) Indiana state teachers' retirement fund; (2) Indiana public employees' retirement fund; (3) state excise police, gaming agent, gaming control officer, and conservation enforcement officers' retirement plan; (4) state police pre-1987 benefit system; and (5) state police 1987 benefit system. Coverage for living organ donors. Prohibits an insurer that issues a policy of life insurance, disability insurance, or long term care insurance from taking certain actions with respect to the coverage of individuals who are living organ donors. Specifies that certain actions constitute an unfair and deceptive act and practice in the business of insurance when taken against a living organ donor by an insurer.
