Digital asset mining. Prohibits a county, municipality, or township (unit) from adopting or enforcing an ordinance that would have the effect of prohibiting, restricting, or impairing an individual's or a business's ability to: (1) use digital assets to purchase legal goods and services; (2) accept digital assets as a method of payment for legal goods and services; (3) use a hardware wallet or self-hosted wallet to store the individual's or business's digital assets; (4) take custody of digital assets by using a hardware wallet or self-hosted wallet; or (5) operate a node for the purpose of connecting to a blockchain protocol and participating in the blockchain protocol's operations. Provides that use of a property for a digital asset mining business is a permitted industrial use under any applicable zoning ordinance of a unit and may not be disallowed by a zoning ordinance in a zoning district that permits industrial use. Prohibits a unit from applying the unit's zoning ordinances in specified ways to regulate digital asset mining.

Allows a member serving on a board on June 30, 2025, who does not meet the minimum requirements to continue to serve on the board until the end of the member's term.

Participation in the 287(g) program. Requires each sheriff with regard to a county jail to: (1) enter into a written agreement with the United States Immigration and Customs Enforcement to participate in the immigration program established under Section 287(g) of the Immigration and Nationality Act not later than January 1, 2026; and (2) beginning October 1, 2025, notify the department of correction quarterly of the status of a written agreement and any reason for noncompliance.

Renter's tax deduction for disabled veterans. Allows a disabled veteran who rents a dwelling as a principal place of residence to claim an additional renter's deduction of up to $3,000 from the disabled veteran's adjusted gross income.

Student immunizations. Provides that a student enrolled in a health profession education program may not be required to receive an immunization as a condition of: (1) participating in; or (2) obtaining; clinical training or clinical experience required by the program when the student has a medical or religious exemption. Allows a student to bring a civil action against an entity for a violation of these provisions. Amends the definition of "documentation of exemption" for purposes of provisions governing immunization requirements at state educational institutions. Provides that a student may not be required to provide specific information regarding the student's religious objection.

Licensure of home health aides. Provides for the licensure of home health aides by the Indiana department of health (state department). Establishes certain training and competency evaluation requirements for licensed home health aides. Requires the state department to include licensed home health aides in the registry of nurse aides. Makes a technical correction.

Rental rate increase control. Prohibits a landlord from increasing the gross rental rate for certain rental units more than the lesser of: (1) 5%, plus the percentage cost of living increase; or (2) 10%; of the lowest gross rental rate charged for the rental unit during the 12 months prior to the effective date of the increase. Prohibits a landlord from increasing the gross rental rate in more than two increments over a 12 month period. Requires the legislative services agency to submit a report to the general assembly not later than July 1, 2030, analyzing the impact of the rental rate cap on the housing market in Indiana.

School transportation. Provides that the governing body of a school corporation must minimize or eliminate school bus route stops that require a student to cross certain roads. Provides that, not later than July 1, 2026, and annually each year thereafter, the governing body of a school corporation shall review school bus routes to ensure the minimization or elimination of stops that require a student to cross certain roads.

Down payment assistance. Provides that a person that otherwise meets the qualifications to receive down payment assistance under a down payment assistance program offered by the Indiana housing and community development authority (authority) may pair down payment assistance with a first mortgage issued by a community development financial institution (CDFI) without regard to whether the CDFI is a participating lender for purposes of the authority's mortgage programs and down payment assistance programs.

Elimination of gun-free zones. Provides, with some exceptions, that beginning July 1, 2025, the state of Indiana may not regulate: (1) firearms, ammunition, and firearm accessories; and (2) the ownership, possession, carrying, transportation, registration, transfer, and storage of firearms, ammunition, and firearm accessories. Specifies that a certain provision of an ordinance, measure, enactment, rule, policy, or exercise of proprietary authority is void. Provides that a person not otherwise prohibited from carrying or possessing a firearm under federal or state law may carry or possess a firearm, without restriction, on certain property affiliated with the following state agencies beginning July 1, 2025: (1) The department of natural resources. (2) The state fair commission. (3) The department of administration. (4) The department of workforce development. Prohibits, with some exceptions, a state educational institution (institution) from regulating the possession or transportation of firearms, ammunition, or firearm accessories in particular places. Allows a person to bring an action against an institution if the person is adversely affected by certain rules concerning firearms.
