Old home repair tax credit. Allows a credit against a qualified taxpayer's state tax liability in an amount equal to: (1) 20% of the qualified expenditures that a taxpayer makes for the preservation or rehabilitation of the taxpayer's residence; or (2) 55% of the qualified expenditures that a taxpayer makes for the replacement of electrical wiring and fixtures that were added to the property prior to 1940. Provides that the property must be: (1) located in Indiana; (2) at least 85 years old; and (3) owned by the taxpayer. Provides that the preservation or rehabilitation work must be completed in not more than two years. Provides that the property must be principally used and occupied by the taxpayer as the taxpayer's residence. Provides that qualified expenditures for preservation or rehabilitation of the property must exceed $5,500. Provides that the credit may be carried forward 15 years, but may not be carried back. Provides that the amount of credits allowed may not exceed $100,000 in a state fiscal year. Provides that a taxpayer that claims the credit may not also claim the residential historic rehabilitation credit for the taxable year.

Increases the following in regard to the 1977 police officers' and firefighters' pension and disability fund: (1) the maximum annual cost of living adjustment from 3% to 5%; and (2) the death benefit payable to the heirs or estate of a fund member from $12,000 to $15,000.

Training in human trafficking awareness. Requires a food or lodging establishment to do the following: (1) Require each employee of the food or lodging establishment to annually complete a training course offered by the United States Department of Homeland Security in recognizing and responding to human trafficking (training requirement). (2) Maintain for each employee a written record of the title and date of completion of each training course completed by the employee (training records). (3) Include in the food or lodging establishment's biennial report to the secretary of state an attestation that the food or lodging establishment has complied with the training requirement in each of the two years covered by the report. (4) Post in a location in the food or lodging establishment that is readily accessible by all employees of the food or lodging establishment a conspicuous written notice: (A) asking employees to report suspected human trafficking; and (B) providing contact information for state and federal agencies to which suspected human trafficking can be reported. Provides that the office of the secretary of state may audit the training records of a food or lodging establishment to verify the food or lodging establishment's attestation regarding the training requirement in the food or lodging establishment's biennial report.

Provides that an act of antisemitism constitutes a discriminatory practice. Requires certain training materials to contain an educational program to protect against antisemitism.

Closed primaries. Provides that a voter may vote at a primary election: (1) only if the voter has properly and timely affiliated with a political party; and (2) held by the political party with which the voter affiliates. Allows an individual, not later than December 31 before the date of a primary election, to affiliate with a political party at the time of voter registration or by submitting a party affiliation form. Requires each county voter registration office to mail a party affiliation form to particular voters not later than September 1, 2025. Specifies a notice that must be sent to certain voters who register to vote but do not list a political party affiliation. Makes conforming amendments.

Repeal of the death penalty. Repeals the law concerning the imposition and execution of death sentences and makes conforming amendments. Specifies that if a person was sentenced to death and is awaiting execution of the death sentence, the person's death sentence is commuted to a sentence of life imprisonment without parole. Provides that when a defendant is charged with a murder for which the state seeks a sentence of life imprisonment without parole, the defendant may file a petition alleging that the defendant is an individual with an intellectual disability. Provides that if a defendant who is determined to be an individual with an intellectual disability is convicted of murder, the court may sentence the defendant only to a fixed term of imprisonment.

Dental matters. Specifies the persons that may file an action to obtain an injunction against an individual practicing dentistry without a license and the action that is required or allowed to be included in an injunction. Specifies information that a dentist who maintains a dental office must submit to the state board of dentistry. States that language concerning the administration of dental anesthetics may not be construed to prohibit a physician from practicing in a dental office. Allows a dentist to delegate the authority to take x-ray images to a dental assistant working in certain correctional facilities without direct supervision as long as the dentist is available to supervise the dental assistant remotely. Removes certain language regarding the regulation of dentists.

Foreign interests. Prohibits a prohibited person from entering into a contract for the provision of goods or services with the state, a state agency, and a political subdivision. Provides that a local hospital authority or corporation is excluded from a political subdivision for purposes of a prohibition on contracts with certain foreign owned companies and individuals. Requires agents acting on behalf of certain countries of concern to register with the attorney general. Requires schools and school corporations in Indiana to disclose certain foreign gifts and contracts. Requires public and private postsecondary educational institutions in Indiana to disclose certain foreign gifts and contracts. Prohibits certain individuals and business entities from acquiring: (1) an interest in business entities governed under Indiana law; and (2) real property located in Indiana. Provides that a prohibited person shall not act as an instrumentality of a foreign adversary. Repeals existing statutes regarding foreign ownership of real property. Makes conforming changes.
