Social media use by minors. Provides that a social media service may not allow an Indiana resident who is a minor to hold an account with the social media service unless the social media service receives written consent to the minor's use of the social media service from the minor's parent or guardian. Requires a social media service to configure the account of a registered user that the social media service knows, or reasonably should know, is: (1) a minor; and (2) an Indiana resident; in a specified manner. Provides that a social media service that violates these provisions is subject to: (1) an enforcement action by the attorney general; and (2) a civil action by the parent or guardian of the minor with regard to whom the violation pertains. Provides for restrictions on the retention, use, and collection of personal information for purposes of age verification by a social media service and provides that a social media service is subject to a civil action by an individual with regard to whom the social media service violates the restrictions.

Blockchain technology. Provides that not later than March 1, 2026, the department of administration (department) may issue a request for information for purposes of exploring how the use of blockchain technology could be used by a state agency to: (1) achieve greater cost efficiency and cost effectiveness; and (2) improve consumer convenience, experience, data security, and data privacy. Requires the department to compile a report concerning the request for information and submit the report to the legislative council not later than October 1, 2026.

Elections in small cities and towns. Repeals provisions concerning municipal elections in small towns located outside Marion County, including provisions that allow for the creation of a town election board. Provides that a municipal election in a certain town or city with a population of less than 3,500 may be held only in an even-numbered year and only at the same time as a primary or general election. Requires the county election board to conduct the elections. Specifies that an officeholder in a municipality whose term was scheduled to expire on November 2, 2027, is entitled to remain in office until a successor is elected on November 7, 2028, qualified, and begins the successor's term on January 1, 2029. Makes conforming amendments.

Medical education on abortion laws. Requires the Indiana department of health (state department) to: (1) create a video for practitioners concerning the state's abortion laws and the standard of care for treating pregnant women with life threatening conditions; and (2) publish the video on its website. Specifies the information to be included in the video. Requires a hospital and ambulatory outpatient surgical center to: (1) review its protocol for abortion; (2) require certain practitioners to watch the video; and (3) certify to the state department compliance with these provisions.

Scholarships. Provides that a scholarship granting organization must include certain information in its annual public report to the department of education. Provides that applicants enrolled in a transition to teaching program after June 30, 2024, may qualify for certain scholarships if the applicant is a member of a household with an annual income of not more than 400% of the amount required for the applicant to qualify for the federal free or reduced price lunch program. (Currently, the annual income threshold is $100,000 or less.) Permits the commission for higher education to use the remaining balance allocated to certain teaching scholarships or in certain teaching scholarship funds to fund additional specified teaching scholarships.

Marijuana advertising. Provides that a person may not advertise a product containing marijuana or a marijuana business by any medium within the borders of Indiana. Provides that the attorney general may seek civil penalties, an injunction, and other costs for violations. Provides that civil penalties shall be deposited in the state general fund. Provides that the chapter added by this act expires on July 1 following the date that the federal government removes marijuana as a schedule I controlled substance.

Landlord-tenant matters. For purposes of a residential rental unit, defines: (1) "essential services" as certain utility services needed for the safe and habitable occupation by a tenant of the tenant's rental unit; and (2) "essential systems" as certain systems used to deliver essential services to a rental unit. Requires a landlord to repair or replace an essential system not later than 48 hours after being notified by a tenant that the tenant's rental unit is without essential services as a result of: (1) a malfunction in the essential system; or (2) the landlord's failure to maintain the system in good and safe working condition. Requires a landlord to pay all penalties or fines imposed by a political subdivision for violation of the landlord's obligations with regard to a rental premises. Requires a landlord to pay all penalties or fines and make all repairs required by a political subdivision before the landlord may deliver the rental premises to a tenant. Provides that a tenant may enforce a statutory obligation of a landlord by: (1) providing 30 days notice to the landlord of the landlord's noncompliance with the obligation; and (2) if the landlord fails to make the repairs necessary to remedy the noncompliance, withholding from the next regular rental payment the estimated cost of the repairs and using the amount withheld to make the repairs. Provides that, during the pendency of a court action brought by a tenant to enforce a statutory obligation of a landlord, the court may order the tenant to make the regular rental payments otherwise due to the landlord under the rental agreement to: (1) the clerk of the court; or (2) an attorney trust account; to be held in trust for disbursal to the prevailing party, as ordered by the court.

Beauty preexamination hours. Reduces the number of hours an applicant for a cosmetology license must have in order to take the cosmetology licensure examination from 1,500 to 1,000. Reduces the number of hours an applicant for a beauty culture instructor license must have in order to take the beauty culture instructor licensure examination from 1,000 to 500. Reduces the number of hours an applicant for a barber license must have in order to take the barber licensure examination from 1,500 to 1,000. Makes corresponding changes.

Child operated refreshment stands. Provides that a local health department, the health and hospital corporation of Marion County, a county, a municipality, or a township may not adopt or enforce a law, rule, ordinance, or resolution that prohibits or regulates, including by requiring a license, permit, or fee, the sale of lemonade or other nonalcoholic beverages from a stand on private property by an individual who is less than 18 years of age. Provides that the individual who operates the stand must comply with certain requirements. Provides that a stand is not considered a food establishment and does not require a certified food protection manager. Provides that the governing documents of a homeowners association may not prohibit or regulate, including by requiring a permit or fee, the sale of lemonade or other nonalcoholic beverages from a stand on property located in the subdivision by an individual who is less than 18 years of age. Provides that a homeowners association: (1) does not owe a duty of care to persons participating in a beverage sale; and (2) is not liable for any injury to persons participating in a beverage sale; except for willful or wanton acts or gross negligence of the homeowners association.

Unborn children. Modifies the definition of "human being" in the criminal code to include an unborn child. Removes applicability language concerning certain abortions in the wrongful death or injury of a child statutes. Clarifies the duress defense relating to culpability. Repeals the section that provides that the homicide chapter does not apply to certain abortions. Removes language from the murder, manslaughter, and involuntary manslaughter statutes regarding intentionally killing a fetus. Repeals the crime of feticide. Repeals the section that concerns the applicability of certain crimes related to abortion, the termination of a pregnancy, or the killing of a fetus. Provides that the homicide and battery chapters apply to a victim who is an unborn child.
