Facilities and transportation pilot programs. Establishes a three school year: (1) centralized school facilities pilot program; and (2) student transportation pilot program. Requires school corporations that meet certain criteria to participate in the centralized school facilities pilot program and student transportation pilot program, as applicable. Allows: (1) not more than three school corporations, as selected by the department of education (department), to voluntarily participate in the centralized school facilities pilot program; and (2) not more than three school corporations, as selected by the department, to voluntarily participate in the student transportation pilot program. Establishes a: (1) local centralized school facilities board; and (2) local student transportation board; for each participating school corporation and grants the local boards certain powers and duties. Provides that, after the three year pilot program period, each local centralized school facilities board and local student transportation board maintain the powers and duties of the board and may impose property tax levies. Requires the department of local government finance, in consultation with the department, to prepare recommendations regarding legislation and procedures to ensure the permanent transition of powers and duties to the centralized school facilities boards and local student transportation boards, as applicable.

State employee health plan payment limits. Limits the amount that a state employee health plan may pay for a medical facility service provided to a covered individual to: (1) the lesser of the amount of compensation established by the network plan or 200% of the amount paid by the Medicare program for that type of medical facility service or for a medical facility service of a similar type, if the medical facility service is provided by an in network provider; and (2) 185% of the amount paid by the Medicare program for that type of medical facility service or for a medical facility service of a similar type, if the medical facility service is provided by an out of network provider. Prohibits a provider from charging a covered individual an additional amount for a medical facility service, other than cost sharing amounts authorized by the terms of the state employee health plan. Requires a medical facility that provides drugs to a covered individual, in billing a state employee health plan for the cost of the drugs, to include in the billing the same "TB" or "JG" modifier that the medical facility would include in the billing if the medical facility were billing the Medicare program for the drugs.

Adoption incentive programs. Creates the Indiana adoption services authority (authority) and establishes the board of directors of the authority. Sets forth the duties and powers of the authority and the board. Establishes the zero cost adoption fund (fund) to provide financial assistance, benefits, services, or other assistance for specified purposes pertaining to foster care, adoption, and postadoption assistance, including assistance with college savings and arrangements for reduced college tuition for an adopted child. Provides that money in the fund may not be used to pay the general operating, administrative, and capital expenses and establishes a separate, general operating fund for the authority to pay those expenses. Specifies that assistance provided from the fund is supplemental to adoption assistance payments or an adoption subsidy. Provides a tax credit for contributions made to the fund in an amount equal to 50% of the contribution. Specifies that the total amount of tax credits allowed may not exceed $18,500,000 for each state fiscal year. Makes conforming changes. Makes an appropriation.

Assistance for obtaining veterans' benefits. Provides that a person may not receive compensation for assisting a person to obtain veterans' benefits unless authorized by federal law. Establishes disclosure statement requirements for a person to provide assistance for compensation under federal law. Provides that a violation constitutes a prohibited consumer sale.

Use of SNAP benefits. Prohibits recipients of Supplemental Nutrition Assistance Program (SNAP) benefits from purchasing: (1) energy drinks; (2) sweetened beverages; (3) carbonated beverages; (4) candy; (5) snack chips; and (6) cookies; with SNAP benefits. Requires the office of the secretary of family and social services (office) to provide to an individual, at the time the office approves the individual's application to receive SNAP benefits, specified educational materials regarding the effects of diet on an individual's health. Requires the office to apply for a waiver or authorization to implement the prohibition if a waiver or authorization from a federal agency is required, and allows a delay in implementation until the waiver or authorization is received.

Natural resource entrance fees. Allows counties to adopt an ordinance to impose a surcharge of not more than $2 in addition to the fees charged by the department of natural resources (department) for entry into state parks and recreation areas. Requires the department to collect the surcharge and to report and pay the surcharge to each county treasurer. Provides that the revenue collected is to be used for purposes related to first responders.

Low water crossings. Authorizes a local county road and bridge board to undertake low water crossing projects. Requires the commissioner of the department of transportation (department) to ensure that the department makes information available to county boards of commissioners and county highway departments about funding from federal and private sources that might be available to the counties for low water crossing projects. Amends the law on the local road and bridge matching grant fund: (1) to allow grants to local units to be used for low water crossing projects; and (2) to provide that funds allocated for grants to local units having a population of less than 50,000 can be used to make grants to counties below the population limit as well as to municipalities located in counties that are below the population limit.

Riverfront economic development tax area. Allows the legislative body of a city or a county without a consolidated city to adopt a resolution establishing a riverfront economic development tax area (tax area). Sets forth requirements for the location of the tax area. Requires the legislative body to make findings when adopting a resolution. Requires the legislative body to submit a resolution establishing a tax area to the budget committee and budget agency for review and approval. Allows a tax area to receive incremental state income tax revenue and incremental sales tax revenue attributable to the tax area. Requires a city or county that establishes a tax area to establish a riverfront economic development area fund. Provides that a tax area terminates not later than 25 years after the date on which the resolution establishing the tax area is adopted.

Education and higher education matters. Provides that accredited nonpublic schools are eligible to participate in the following: (1) The establishment of police departments. (2) The science, technology, engineering, and mathematics teacher recruitment grants. (3) The principal institute. Provides that charter schools are eligible to receive science, technology, engineering, and mathematics teacher recruitment grants. Establishes, for three school years: (1) a centralized school facilities pilot program; and (2) a student transportation pilot program. Allows: (1) not more than three applications, as selected by the department of education (department), to participate in the centralized school facilities pilot program; and (2) not more than three applications, as selected by the department, to participate in the student transportation pilot program (pilot programs). Establishes a: (1) local centralized school facilities board; and (2) local student transportation board; for participating school corporations and schools and grants the local boards certain powers and duties. Allows school corporations and schools to opt out of the pilot programs by providing a one year notice. Requires the department of local government finance, in consultation with the department, to prepare and submit reports that include certain recommendations. Establishes a mastery based education pilot program administered by the department. Establishes the Indianapolis local education alliance and requires the alliance to conduct a school facilities assessment and establish a school facilities and transportation implementation plan. Allows a parent of a choice scholarship student or an eligible choice scholarship school on behalf of a parent to petition the department to reconsider the eligibility of a choice scholarship student enrolled in the school if the parent has reason to believe that the student was determined ineligible due to enrollment data inaccuracies reported by a school. Provides that a student must be withdrawn from enrollment in a school corporation's virtual education program if the student accumulates 10 consecutive or 18 cumulative unexcused absences (instead of the number of unexcused absences sufficient to result in the student's classification as a habitual truant). Amends eligibility requirements for the high value workforce ready credit-bearing grant. Establishes the: (1) county deputy prosecuting attorney and public defender scholarship program; and (2) county deputy prosecuting attorney and public defender scholarship fund. Provides that a land use application for any approval that is required by a unit for a public or nonpublic school may not be denied for the sole reason that the requesting entity is seeking to establish a public or nonpublic school. Provides that, if Vigo County transfers or gifts any unencumbered funds to a school corporation, the county executive may establish a local board to have oversight and manage the use of the funds. Provides that the expenses of the local board shall be paid by the county. Requires certain individuals and certain schools to ensure that an AED is operational and present at certain events, and that individuals present at certain events are aware of the location of the AED and emergency plans regarding the use of the AED. Adds a requirement regarding certain school emergency action plans for sudden cardiac arrest. Removes certain sudden cardiac arrest training and certificate of completion requirements. Establishes requirements regarding a standardized admissions test for state educational institutions that offer certain health education programs. Requires a public school provide written notification to an employee and parent of a student not later than 14 days regarding certain unsubstantiated or otherwise dismissed allegations. Requires the department to submit a report to the general assembly on the academic readiness of students who enroll in a virtual school or program. Provides that the state board shall adopt rules regarding financial reporting and oversight required by a school corporation and a vendor who enter into or renew a contract relating to the operation of a dedicated virtual education school. Resolves conflicts.
