Pharmacy benefit managers. Prohibits a pharmacy benefit manager from taking certain actions. Requires a pharmacy benefit manager to submit a report to the insurance commissioner every six months. (Current law requires a pharmacy benefit manager to submit the report annually.) Provides that if a contract holder requests an audit of compliance with the contract from a pharmacy benefit manager, the pharmacy benefit manager must provide the audit requested to the contract holder not later than 30 business days after receiving the request. Removes the provision specifying that the files or forms disclosed to the contract holder by the pharmacy benefit manager as part of an audit of compliance with the contract may be modified to redact trade secrets. Establishes civil penalties that the department of insurance (department) shall impose for a violation of the provisions concerning pharmacy benefit managers. Requires a pharmacy benefit manager to provide additional information in the pharmacy benefit manager's report to the department. Requires, after June 30, 2025, a health payer to include information relating to prescription drug pricing in the data submitted to the all payer claims data base by the health payer. Requires a health plan to credit toward a covered individual's deductible and annual maximum out-of-pocket expenses any amount the covered individual pays directly to any health care provider for a medically necessary covered health care service if a claim for the health care service is not submitted to the health plan and the amount paid by the covered individual to the health care provider is less than the average discounted rate for the health care service paid to a health care provider in the health plan's network.

Information and disclosures concerning radon. Establishes that, before signing a purchase agreement to sell or transfer residential property, an individual or entity issued a broker's real estate license by the Indiana real estate commission representing a seller shall ensure that the seller: (1) provides a radon warning statement to the buyer; (2) discloses in writing to the buyer any knowledge the seller has of radon concentrations in the dwelling; and (3) provides the buyer with a guide on radon, testing, and mitigation published by the Indiana department of health.

Requires the state board of funeral and cemetery service to adopt rules governing the operation of natural organic reduction facilities. Onsite wastewater industry registry. Provides that beginning January 1, 2026, an individual may not engage in onsite sewage system service of a residential onsite sewage system in Indiana unless the individual registers with the board of registration for onsite wastewater professionals (board) as an onsite wastewater professional. Requires the board to adopt management rules to implement the registration program and to maintain a public registry of registered onsite wastewater professionals.

Rural business growth. Establishes a state tax credit (credit) for certain capital investments made in rural funds. Establishes procedures for a rural fund to apply to the Indiana economic development corporation (IEDC) for certification of a capital investment as eligible for a credit provided by the bill. Requires a rural fund to pay a nonrefundable application fee of $5,000 to the IEDC. Provides that the credit is an amount equal to: (1) the applicable percentage for the credit allowance date; multiplied by (2) the purchase price paid to the rural fund for the capital investment. Sets forth the maximum annual amount of credits that may be certified. Provides that the credit is subject to recapture. Requires a rural fund that has received a credit to submit reports on an annual basis to the IEDC over the credit allowance period.

Bullion depositories. Defines "bullion" as refined silver or gold that has certain specified characteristics. Defines "specie" as bullion that is fabricated into products that are suitable for, or customarily used as, currency or a medium of exchange. Defines "specie legal tender" as: (1) specie coin issued by the United States government; or (2) any other specie that a federal court determines to be within state authority to make or designate as legal tender under the Constitution of the United States. Provides that bullion is not subject to assessment and taxation under Indiana's property tax statute. Provides that the exchange of one type or form of legal tender for another type or form of legal tender is exempt from the state gross retail tax. Provides that: (1) specie legal tender; and (2) electronic currency; are recognized as legal tender in Indiana. Provides that except as otherwise specifically provided by law or contract, a person may not compel any other person to tender or accept specie as legal tender. Provides that a prevailing party in an action for breach of any contract provision that expressly designates a type or form of specie as tender is entitled to specific performance of the contract provision.

Certified technology parks. Increases the maximum amount of an additional annual deposit amount for a Level 2 certified technology park (park) to: (1) $500,000; or (2) $500,000 multiplied by the number of redevelopment commissions that have entered into a written agreement for the operation of the Level 2 park; as applicable. Provides that if a Level 2 park: (1) has reached the limit of deposits for a Level 2 park; (2) maintains its certification; and (3) is located within a military base enhancement area; the Level 2 park shall become a Level 3 park upon reaching its Level 2 deposit limit. Provides that a Level 3 park may receive an additional annual incremental income tax deposit of up to $250,000.

Department of natural resources. Establishes a procedure to be followed when there are unpaid taxes assessed on a mineral interest. Adds a $10,000 cap on a tax credit for a taxpayer who completes preservation or rehabilitation of a historic property. Establishes that the department of natural resources can not certify credits into future years, but may maintain credits previously certified (credits granted before March 10, 2025 for expenditures incurred before July 1, 2024). Provides conditions and guidelines under which the department of natural resources may establish submerged lands preserves. Asks the legislative council to assign to an appropriate interim study committee the topic of studying the economic value of public land for recreation in Indiana.

Parent's bill of rights. Provides that a governmental entity may not substantially burden certain parental rights unless the burden is in furtherance of a compelling governmental interest and is the least restrictive means of furthering the governmental interest. Prohibits a governmental entity from: (1) advising, directing, or coercing a child to withhold certain information from the child's parent; or (2) denying a child's parent access to certain information. Allows a parent to bring an action against a person for certain violations and provides for certain relief. Specifies that the parent of a child does not have a right to access certain medical care on behalf of the child if the child does not have an affirmative right of access to the medical care. Provides that a person must obtain parental consent and comply with all other medical consent requirements before providing health care to a child. Requires a licensing authority to conduct an immediate investigation and take appropriate disciplinary action if the licensing authority receives information that a person did not obtain appropriate consent. Requires a court to notify the appropriate regulatory authority and the attorney general if the court finds that a person has knowingly provided health care to a minor without first obtaining the appropriate consent.

Requires a health care provider to disclose to a patient the provider's use of artificial intelligence technology to: (1) make or inform any decision involved in the provision of health care to the patient; or (2) generate any part of a communication to the patient regarding the patient's health care. Requires an insurer that provides accident and sickness coverage to disclose to an insured the insurer's use of artificial intelligence technology to: (1) make or inform any decision involved in the provision of the coverage to the insured; or (2) generate any part of a communication to the insured regarding the coverage.
