Indiana economic development corporation. Provides that the governor may convene meetings with individuals from certain state agencies to work toward communicating a single, strategic economic development plan for the state. Provides that the state board of accounts shall act as the economic development ombudsman (ombudsman) for the Indiana economic development corporation (IEDC) and a nonprofit subsidiary of the IEDC (nonprofit subsidiary). Requires the state board of accounts to designate an individual to serve as the ombudsman. Sets forth the ombudsman's duties, including the recommendation of policies to the general assembly concerning economic development and transparency matters. Provides that the ombudsman (subject to the state examiner's approval) may employ or contract with assistants necessary to assist the ombudsman in carrying out the ombudsman's duties. Establishes circumstances under which the ombudsman is required to adopt a budget before the ombudsman's costs, including the costs of any assistants, in carrying out the ombudsman's duties are paid from appropriations made to the IEDC and when the ombudsman may bill the IEDC for those costs without using the budget procedure added by the bill. Provides for appointment to the board of the IEDC of two nonvoting, advisory members who are members of the general assembly. Requires the IEDC, before purchasing land that exceeds 100 acres in a county, to first give notice to the county or municipality, or both, in which the land is located not later than 30 days before the closing date for the purchase. Requires the IEDC to establish a dashboard that includes longitudinal representations of certain economic development data derived from elements required to be included in the economic incentives and compliance report. Requires the IEDC to analyze the potential impact of a proposed economic development investment on the costs to provide the following utility services to ratepayers: (1) Water. (2) Wastewater. (3) Electricity. (4) Natural gas. Specifies that in performing the analysis, the IEDC must consider each of the following: (1) The existing utility infrastructure available to serve the project. (2) Any new utility infrastructure needed to serve the project. (3) Water resource availability for the project. Provides that if a proposed economic development investment is projected to negatively impact ratepayers, the IEDC is required to develop and implement a mitigation plan. Allows the IEDC to consult with certain state agencies, utilities providing utility services to the project area, local units of government, and consumer and ratepayer advocates in performing the analysis and mitigation requirements added by the bill.

Boone County innkeeper's tax. Authorizes Boone County to impose its innkeeper's tax at a rate of 8% under the uniform innkeeper's tax statute (instead of 5% under current law) and provides that the increase to the tax rate expires January 1, 2047.

Biofuel tax credits. Provides tax credits for: (1) the sale of higher ethanol blend; and (2) the: (A) sale of blended biodiesel or renewable diesel; and (B) blending of biodiesel or renewable diesel. Specifies the amount of the tax credit for higher ethanol blend. Limits the total amount of higher ethanol blend tax credits that may be awarded in a state fiscal year to $10,000. Specifies the amount of the tax credit for blended biodiesel or renewable diesel. Limits the total amount of blended biodiesel or renewable diesel tax credits that may be awarded in a state fiscal year to $10,000.

Education matters. Requires the department of education (department) to grant an initial practitioner license to an individual who: (1) holds a bachelor's degree with a major in any combination of science, technology, engineering, or mathematics; (2) successfully completes a total of at least nine academic credits regarding certain instruction in teaching; and (3) meets other specified requirements. Provides that the department may grant a license to teach a high school level course or grades 5 through 9 to an individual who completes a licensure pathway established by the department. Requires a principal to allow a student who is enrolled in a public secondary school to receive religious instruction for a period or periods that do not exceed the amount of time that is equivalent to attending one elective course at the public secondary school during the week. (Current law provides for a period or periods of not more than 120 minutes in total in any week.) Provides that a public secondary school may award academic credit to a student who attends religious instruction if: (1) the religious entity providing the instruction agrees to certain conditions; and (2) the governing body of the school corporation adopts a policy that allows the awarding of credit (current law only provides that a public secondary school may award academic credit to a student who attends religious instruction if the governing body of the school corporation adopts a policy that allows the awarding of credit). Changes certain requirements regarding the reporting of a bullying "incident" to the reporting of a bullying "investigation". Requires discipline rules to include a provision to make a reasonable attempt to notify both the parent of a targeted student and the parent of an alleged perpetrator that the school is investigating a possible incident of bullying or similar misconduct before the end of the next school day after the school becomes aware of the possible incident.

Ground water. Establishes the ground water and aquifer preservation task force to recommend water regulations to the legislative council. Creates a two year moratorium on the establishment of certain major ground water withdrawal facilities during the period beginning May 1, 2025, and ending June 30, 2027. Provides an exception to the moratorium.

Civics education. Requires certain instruction or discussion to: (1) incorporate the universal principles of the Declaration of Independence, the Bill of Rights, and the Constitution of the United States; and (2) foster a national identity, heritage, and culture established by an aspiration to certain shared principles (shared principles). Prohibits certain instruction or discussion from fostering a national identity, heritage, or culture that is contrary to shared principles. Creates a process for a parent or community member to request that a governing body investigate instruction or discussion that the person believes is not aligned to shared principles.

Enforcement of trespassing laws. Provides that a person who: (1) has previously been removed by a law enforcement officer from a property for trespassing; or (2) has a prior conviction for trespassing on the same property; commits criminal trespass if the person enters the property or refuses to leave the property after having been prohibited from entering or asked to leave the property by a law enforcement officer.

Law enforcement procedures. Requires an affidavit for probable cause, or a person testifying at a probable cause hearing, to make certain disclosures relating to a possible conflict of interest. Specifies that a probable cause affidavit must be redacted under certain circumstances. Prohibits a law enforcement officer from directing, encouraging, or knowingly permitting a person who is not a law enforcement officer to question a person in custody under certain circumstances.

Alcohol and tobacco commission permits. Allows the alcohol and tobacco commission (commission) to refuse to grant or renew or to suspend or revoke a permit if a licensed premises becomes a public nuisance or engages in certain criminal conduct. Allows the commission to temporarily suspend an alcoholic beverage retail permit if certain crimes are committed on the licensed premises and one or more of the following apply: (1) The permit holder failed to take reasonable action to prevent the occurrence of a crime. (2) Multiple crimes have occurred on the licensed premises in the last 12 months. (3) The continued operation of the licensed premises would pose a clear and immediate danger to the safety of the community or the general public. Requires the commission to: (1) provide immediate notice to the permit holder of the time and place of a hearing on the suspension; and (2) hold the hearing not later than five business days after the permit is suspended.
