Expungement. Specifies that certain records relating to juvenile offenses are accessible to a law enforcement officer acting within the scope of the officer's duties, and requires persons having custody of these records to take steps to ensure that these records are available in a timely manner. Specifies that the juvenile court shall cooperate to ensure that certain records are available to the prosecuting attorney or a deputy. Allows the expungement of official misconduct if: (1) the person seeking the expungement is not an elected official; and (2) the prosecuting attorney consents. Permits disclosure to the state police department of certain sealed records if disclosure is required for the purpose of expunging or marking as expunged records in the central repository for criminal history information. Prohibits expungement for a person convicted of unlawful possession of a firearm by a serious violent felon. Requires the office of judicial administration, before July 1, 2025, to establish an electronic system for transmitting a chronological case summary to the state police department for purposes of expungement. Prohibits the expungement of certain records of a person holding a commercial driver's license or permit. Makes certain expungement provisions that apply to elected officials also apply to elected or appointed judicial officers.

Leaves of absence for local officeholders. Allows a local officeholder to take a leave of absence from office when the local officeholder: (1) is caring for a child after the birth of the child or placement of the child with the local officeholder for adoption or foster care; (2) is caring for a spouse, child, or parent who has a serious health condition; (3) has a serious health condition and is unable to perform the duties of the office; (4) is called into active duty in the armed forces of the United States or national guard; and (5) is eligible for qualifying exigency leave arising out of the fact that the local officeholder's spouse, child, or parent is ordered into active duty in the armed forces of the United States or national guard. Sets forth notice requirements. Provides that the local officeholder's office must be filled by a temporary appointment in the same manner as a vacancy created by a resignation is filled. Makes corresponding changes.

Library governance. Eliminates the authority of public libraries to impose an ad valorem property tax as a "taxing unit". Requires a public library to prepare and submit a recommended annual budget to the fiscal body of the county in which the territory of the public library is located to provide the revenues necessary for the operation and maintenance of the public library by a special tax levy, a specific appropriation, or both. Provides that a special tax levy for public library purposes is included in the calculation of the maximum permissible property tax levy for the county.

Comparative college and career information. Authorizes the commission for higher education (commission) and the department of workforce development with collecting and compiling certain information concerning: (1) postsecondary education; (2) career and technical education; (3) workforce qualifications; (4) workforce earnings; and (5) workforce debt. Authorizes the commission to create an interactive website known as the student horizon dashboard to provide public access to certain collected and compiled information. Authorizes the commission, with assistance from the department of education and the department of workforce development, to create a report known as the student graduate horizon scorecard (scorecard) for annual distribution. Specifies that the scorecard may contain certain information concerning high paying civilian and military careers and in demand jobs. Requires the commission to prepare an annual report for the legislative council. Requires state educational institutions and career and technical education centers to collect and provide information as requested by the commission.

Masks at public assemblies. Makes wearing a mask at a public assembly a Class C misdemeanor, and increases the penalty to a Class A misdemeanor for a second or subsequent offense. Increases the penalty for rioting and disorderly conduct to a Level 6 felony if the offense is committed while wearing a mask.

School board matters. Requires a petition of nomination for a school board office to state one of the following: (1) The candidate's political party affiliation. (2) That the candidate is an independent candidate. (3) That the candidate elects not to disclose any affiliation with a political party or that the candidate is not affiliated with a political party and does not identify as an independent candidate. Specifies that unless a candidate who states a political party affiliation is challenged, the candidate's statement must be indicated on the ballot. Provides that the name of a candidate for school board office who does not run in affiliation with a political party or as an independent candidate must be printed with a blank space after the candidate's name signifying that the candidate elects not to disclose any affiliation with a political party or that the candidate is not affiliated with a political party and does not identify as an independent candidate. Specifies that a straight party vote does not count for any candidate for a school board office. Requires a school board vacancy to be filled by: (1) a caucus if the vacating member stated an affiliation with a major political party; and (2) the remaining members of the governing body if the vacating member did not state an affiliation with a major political party. Modifies the annual amount that the governing body of a school corporation may pay a member of the governing body from $2,000 (under current law) to an amount not to exceed 10% of the lowest starting salary of a teacher employed by the school corporation.

Taxation of fuel. Provides that the gasoline license tax and the special fuel license tax must be imposed at the rate in effect on June 30 of the prior state fiscal year multiplied by the lesser of: (1) the statutory index factor; or (2) 1.02. Provides that the gasoline use tax rate shall be the lesser of the amount as computed under current law or the gasoline use tax rate on June 30 of the prior state fiscal year multiplied by 1.02. Repeals an expired subsection.

Unlawful discrimination. Repeals provisions concerning university diversity committees. Prohibits unlawful discrimination in education, public employment, and licensure. Allows participation in public contracts by a minority business enterprise, women's business enterprise, and veteran business enterprise, as currently authorized by law. Permits scholarships based on a personal characteristic of the recipient if the scholarship is not funded by state funds or resources, and permits the renewal of specified state funded minority teaching scholarships for those recipients who were initially awarded the scholarship before July 1, 2025. Changes the criteria for certain state funded teaching scholarships from minority status to residence in an underserved county and an agreement to teach in an underserved county. Prohibits requiring as a condition of licensure that a person affirm that a person with a certain personal characteristic: (1) is inherently superior or inferior to a person with a different personal characteristic; (2) should be blamed for actions committed in the past; or (3) has a moral character that is determined by a personal characteristic of the person. Prohibits a public employer from requiring training asserting that, or implementing the theory that, a person with a certain personal characteristic: (1) is inherently superior or inferior to a person with a different personal characteristic; (2) should be blamed for actions committed in the past; or (3) has a moral character that is determined by a personal characteristic of the person. Permits a person injured by a violation to bring a civil action for actual damages, court costs, and injunctive relief.

Local taxes in certain municipalities. Requires the department of local government finance to increase the maximum permissible property tax levy for certain qualifying municipalities for property taxes first due and payable in 2025 to include all debt service levies of the qualifying municipality for property taxes first due and payable in 2025. Specifies that the adjustment is a one time and permanent increase. Changes the local income tax trust account threshold percentage of a county that contains a qualifying municipality, which is used for purposes of determining whether the county shall receive a supplemental distribution. Modifies the certified share allocation determination for a qualifying municipality. Prohibits the use of funds from the state general fund to make up certain local income tax related shortfalls.

Anatomical gift inquiries. Requires a state agency to offer a state employee an opportunity to register as a donor of an anatomical gift: (1) during the state employee's onboarding process; and (2) on an annual basis, during the state agency's employee benefits enrollment period. Short line railroad tax credit. Allows a taxpayer to claim a credit against state income tax liability for certain qualified railroad expenditures and qualified new rail infrastructure expenditures. Specifies the amount of the credit. Limits the total amount of credits that may be allowed in a state fiscal year to: (1) $10,000 for qualified railroad expenditures; and (2) $10,000 for qualified new rail infrastructure expenditures.

Relocation of riverboat gambling operation. Provides that the licensed owner of the riverboat located in the city of Rising Sun (licensed owner) may relocate gaming operations to a casino in the city of New Haven if certain conditions are met. Requires the licensed owner to pay a fee of $50,000,000 if the licensed owner sells or transfers the licensed owner's interest in the licensed owner's license within five years of the approval of relocation. Provides for distribution of supplemental wagering tax revenue and wagering tax revenue after the relocation of gaming operations. Establishes the together for tomorrow commission (commission). Specifies members to the commission. Specifies the purposes of the commission.

Licensing of collateral recovery services. Renames the private investigator and security guard licensing board as the private investigator, security guard, and collateral recovery agency licensing board, and adds two additional members to the board. Establishes licensure for a collateral recovery agency. Requires a person to be licensed as a collateral recovery agency to repossess collateral, attempt to repossess collateral, hold one's self out as being in the business of repossessing collateral, or use license plate recognition. Provides certain requirements: (1) for an applicant seeking licensure as a collateral recovery agency; (2) for a licensee to maintain licensure; and (3) for a legal owner when personal effects are in or on the collateral at the time of repossession. Requires equipment used to repossess collateral to meet certain criteria. Provides that threatening a collateral recovery agency's employee is a crime under certain circumstances. Makes conforming changes.
