An Act To Amend Section 41-55-71, Mississippi Code Of 1972, To Define And Clarify Terms; To Provide That The State Department Of Health Shall Adopt Rules, Standards And Requirements For Vehicles Used To Provide Nonambulatory Nonemergency Medical Transportation (nemt) Services; To Require Nemt Providers To Meet All Such Requirements And Standards If Providing Nonambulatory Nemt Transportation Services; To Clarify Provisions Applicable To Nonambulatory Nemt Services; To Delete The Requirement That After July 1, 2024, Each Nemt Provider Must Have A Nemt Permit From The Department Of Health Before It May Provide Nemt Transportation Services; To Provide That Ambulatory Nemt Services For Individuals Who Need Minimal Assistance But Cannot Drive Themselves Do Not Require Special Permitting By The Department; To Clarify That An Nemt Provider Is Not Precluded From Using A Permitted Vehicle To Provide Services To Ambulatory Individuals And That A Public Or Private Entity, Including Medicaid, Is Not Precluded From Using A Transportation Network Company Licensed Under Section 77-8-5, Or A Contract Carrier By Motor Vehicle Permitted Under Section 77-7-49, For Purposes Of Providing Nonemergency Medical Transportation To Ambulatory Individuals; And For Related Purposes.

An Act To Require Health Care Professionals To Screen Birth Mothers For Depression At The Time Of Birth; To Require Health Insurance Issuers To Cover Such Screening; To Provide Exemptions To Health Insurance Issuers That Are Required To Cover Such Screening; To Create New Section 83-9-47, Mississippi Code Of 1972, To Prohibit Insurers Providing Prescription Drug Coverage From Requiring Or Imposing Any Step Therapy Protocol With Respect To Drugs Approved By The United States Food And Drug Administration (fda) For The Treatment Of Postpartum Depression; To Define "insurer"; To Amend Section 43-13-117, Mississippi Code Of 1972, To Prohibit The Division Of Medicaid And Certain Managed Care Entities From Requiring Or Imposing Any Step Therapy Protocol With Respect To A Drug That Is Approved By The United States Fda For The Treatment Of Postpartum Depression; To Create New Section 41-140-1, Mississippi Code Of 1972, To Define Terms; To Create New Section 41-140-3, Mississippi Code Of 1972, To Require The State Department Of Health To Develop And Promulgate Written Educational Materials And Information For Health Care Professionals And Patients About Maternal Mental Health Conditions; To Require Hospitals Providing Birth Services To Provide Such Educational Materials To New Parents And, As Appropriate, Other Family Members; To Require Such Materials Be Provided To Any Woman Who Presents With Signs Of A Maternal Mental Health Disorder; To Create New Section 41-140-5, Mississippi Code Of 1972, To Require Any Health Care Provider Or Nurse Midwife Who Renders Postnatal Care Or Pediatric Infant Care To Ensure That The Postnatal Care Patient Or Birthing Mother Of The Pediatric Infant Care Patient, As Applicable, Is Offered Screening For Postpartum Depression And To Provide Appropriate Referrals If Such Patient Or Mother Is Deemed Likely To Be Suffering From Postpartum Depression; To Create New Section 83-9-48, Mississippi Code Of 1972, To Define "insurer" And Require Insurers To Provide Coverage For Postpartum Depression Screening; And For Related Purposes.

An Act To Be Known As The Mississippi Rural Regional Health Authorities Act Of 2025; To Declare The Legislative Intent Regarding The Purpose Of Regional Health Authorities; To Create The Delta Regional Health Authority; To Provide For The Appointment Of The Governing Board Of Such Authority; To Provide For Participation Agreements Between The Regional Health Authority And The Owners Of Community Hospitals For The Hospitals To Participate In The Regional Health Authority; To Provide That Participating Community Hospitals Will No Longer Be Governed By The Community Hospital Laws But Will Be Governed By The Authority Board; To Provide That The Authority Board May Appoint A Chief Executive Officer Of The Authority; To Specify The Powers And Duties Of The Chief Executive Officer; To Provide That The Authority Board Shall Have All Of The Powers, Authority, Rights, Privileges And Immunities Conferred On The Owners And The Boards Of Trustees Of Community Hospitals; To Prescribe Additional Powers And Duties Of The Regional Health Authority; To Provide That The Authority Shall Be Deemed A "governmental Entity" And "political Subdivision" For The Purpose Of The Tort Claims Act; To Authorize The Authority To Participate In The Public Employees' Retirement System As A Political Subdivision; To Provide That The Regional Health Authority Shall Be Treated As A Nonstate Governmental Hospital And Shall Have All Rights, Privileges And Entitlements Of A Nonstate Governmental Hospital For Purposes Of The Mississippi Medicaid Program; To Direct The Division Of Medicaid To Create And Implement A Supplemental Payment Program To Support The Essential Services And Operations Of The Delta Regional Health Authority; To Provide That Any Consolidation Or Collaboration Involving A Regional Health Authority And Other Public, Private Or Nonprofit Hospitals, Health Care Facilities Or Providers Shall Be Immune From Liability Under The Federal And State Antitrust Or Competition Laws To The Fullest Extent Allowed By Law; To Amend Sections 11-46-1, 41-7-173, 41-13-11, 41-13-15, 41-13-19, 41-13-35, 41-13-47 And 41-13-101, Mississippi Code Of 1972, To Conform To The Preceding Provisions; And For Related Purposes.
