An Act To Amend Sections 23-15-639, 23-15-645, 23-15-591, 23-15-581, 23-15-517 And 23-15-595, Mississippi Code Of 1972, To Provide That The Processing And Counting Of Absentee Ballots Shall Begin On The Monday Before The Election But The Absentee Ballots Shall Be Announced Simultaneously With All Other Votes Cast On Election Day; To Provide That The Counting And Tallying Of Ballots Must Be Finished On Election Night; To Provide That No Ballot Box Shall Be Sealed Until All The Votes For That Precinct Have Been Counted And Reported To The Tabulation Center; To Bring Forward Sections 23-15-651 And 23-15-523, Mississippi Code Of 1972, For The Purpose Of Possible Amendment; And For Related Purposes.

An Act To Establish The Mississippi Hospital Emergency Grant Program In The State Department Of Health To Provide Grants To Hospitals That Are Having Financial Difficulties To Assist The Hospitals In Providing Needed Direct Health Care Services; To Create A Special Fund To Be Known As The Hospital Emergency Grant Fund, Which Shall Be Administered By The Department And Expended For The Sole Purpose Of Providing Grants To Hospitals Under The Provisions Of This Act; To Provide That The Department Shall Determine The Terms And Conditions Of Each Grant, And To Specify Certain Requirements And Conditions For The Grants; To Require The Department To Make Annual Reports To The Joint Legislative Budget Committee About Each Grant Made Under This Act; And For Related Purposes.

An Act To Provide That The Intentional And Willful False Allegations Of Damage As An Alleged Direct Result From Certain Pesticides, Fertilizers And Other Agents Through Chemigation, Fertigation And Aerial Application Shall Be Deemed A Misdemeanor On The Third Occurrence Of Such False Reporting To A Law Enforcement Agency Or The Mississippi Department Of Agriculture And Commerce; To Prescribe Penalties For Said Violations; To Stipulate That Inconclusive Findings By The Bureau Of Plant Industry Of Damages Reported Caused By Drift Or Spray Shall Not Account For One Of The Three False Claim Violations; And For Related Purposes.

An Act To Reenact And Amend Section 41-29-176, Mississippi Code Of 1972, Which Was Repealed By Operation Of Law On July 1, 2018; To Provide Administrative Forfeiture Procedures For Certain Seized Property Under The Uniform Controlled Substances Law That Has A Value Of Less Than Twenty Thousand Dollars; To Provide That If The Value Of Forfeited Property Does Not Exceed Ten Thousand Dollars, Substitute Notice Of Intention To Administratively Forfeit The Property May Be Made By Posting A Notice On An Official State Government Forfeiture Site For At Least Thirty Consecutive Days; To Provide That Such Site Shall Be Created And Maintained By The Mississippi Bureau Of Narcotics; To Authorize The Bureau To Charge A Reasonable Fee If Other Seizing Law Enforcement Agencies Choose To Utilize Such Site For Internet Publication; To Provide Certain Requirements For Such Notice Of Publication; To Authorize Any Person Claiming An Interest In Property Which Is The Subject Of A Notice To File A Petition To Contest Forfeiture Within Thirty Days After Receipt Of Such Notice Or Of The Date Of The First Publication Of Such Notice; To Require The District Attorney Or His Or Her Designee To Prepare A Written Declaration Of Forfeiture Of The Subject Property If No Petition To Contest Forfeiture Is Timely Filed And A Seizure Warrant Was Properly Obtained; To Provide That The Forfeited Property Shall Be Used, Distributed Or Disposed Of If No Petition To Contest Forfeiture Is Timely Filed And A Seizure Warrant Was Properly Obtained; And For Related Purposes.
