Prohibits police officer from initiating traffic stop based solely on specified traffic violations. Requires certain training for certification and continuing education for parole and probation officers. Modifies general conditions of probation and post-prison supervision. Directs Department of Corrections to adopt rules concerning supervision reporting standards. Appropriates moneys from General Fund to Oregon Criminal Justice Commission for distribution to Northwest Health Foundation Fund II for Justice Reinvestment Equity Program. Specifies types of services to be funded by program subgrants. Directs commission to evaluate program and report on progress of evaluation to Legislative Assembly. Appropriates moneys to commission for evaluation. Extends sunset of certain House Bill 3194 (2013) provisions, consisting of Justice Reinvestment Program, sentencing reductions and limitations and reentry court, from July 1, 2023, to July 1, 2024. Directs Oregon Criminal Justice Commission to collect certain data on imposition of supervision conditions. Directs commission to collect data on expenditure of Justice Reinvestment Program and Justice Reinvestment Equity Program funds and report on data to Legislative Assembly. Increases General Fund appropriation to Oregon Criminal Justice Commission for implementation of Act. Declares emergency, effective on passage.

Creates process by which person convicted or found guilty except for insanity as result of nonunanimous jury verdict may file petition for post-conviction relief within one year of effective date of Act. Creates procedure by which person with post-conviction relief petition pending in circuit court or on appeal on effective date of Act may proceed under process. Directs court to instruct jury concerning certain unavailable evidence if conviction is vacated and case is retried. Appropriates moneys to Emergency Board for allocation to Department of Justice for expenses of department and other entities resulting from creation of process and retrial of vacated convictions. Sunsets on January 1, 2025] 2026. Temporarily authorizes district attorney to charge reasonable reimbursement fee for cost of providing copies of discovery materials in criminal case. Prohibits licensing board, commission or agency from denying, suspending or revoking occupational or professional license solely for reason that applicant or licensee was convicted of crime or subject to qualifying juvenile adjudication that does not substantially relate to specific duties and responsibilities for which license is required. Specifies conditions under which licensing board, commission or agency may suspend or deny occupational or professional license on basis of applicant's or licensee's criminal history, moral character or similar qualification. Provides that denial must be on basis of conviction that substantially relates to specific duties and responsibilities for which license is required.] Prohibits licensing board, commission or agency from denying, suspending or revoking occupational or professional license solely for reason that applicant or licensee was convicted of crime or subject to qualifying juvenile adjudication that does not substantially relate to specific duties and responsibilities for which license is required. Specifies criteria for determining whether crime substantially relates to specific duties and responsibilities for which license is required. Specifies additional restrictions on licensing board's, commission's or agency's power to deny occupational or professional license. Permits person convicted of crime to petition licensing board, commission or agency at any time for determination as to whether conviction will prevent person from receiving occupational or professional license. Specifies fees that licensing board, commission or agency may charge and notice that licensing board, commission or agency must provide.] Permits licensing board, commission or agency to charge reasonable fee for determination. Provides that final determination is binding upon licensing board, commission or agency unless, at time of petition, person has charges pending, failed to disclose previous crime or was convicted of crime after submitting petition. Requires notice to person before final determination that conviction will result in denial of occupational or professional license. Specifies additional rights of person and additional notice requirements. Prohibits employer, state agency or licensing board from taking certain actions on basis of record created or maintained under jurisdiction of juvenile court. Specifies exemptions. Provides that adjudication that youth is within jurisdiction of juvenile court does not forfeit any right or privilege or operate as disqualification from holding public office or pursuing or engaging in lawful activity, occupation, profession or calling. Specifies certain disclosures to victims or alleged victims of certain acts by adjudicated youths.] Provides that information about act committed by youth or adjudicated youth may be disclosed to victim of act and to and among law enforcement unit, district attorney, county juvenile authority and certain other entities.

Authorizes high school teachers who are employed by education service districts to serve as members of Transfer Council. Authorizes high school teachers who are employed by education service districts to serve as members of Transfer Council. Directs public universities and community colleges to charge eligible veterans in-state tuition for certain distance education courses. Expands eligibility for in-state tuition to include individuals who are granted humanitarian parole, asylum, conditional permanent residency or temporary protected status by any federal agency, provided that individual has not previously established residence in any state or territory of United States or District of Columbia. Requires graduate student employees at public university to sign form allowing university to release specified contact information. Requires school districts and public charter schools to accept credits earned by students in specified educational programs and to apply those credits to high school graduation requirements. Provides that appropriate education for children enrolled in educational program under Youth Corrections Education Program or Juvenile Detention Education Program includes transition services. Allows for modifications to or exemptions from requirements related to provision of menstrual products in certain student bathrooms. Requires provision of menstrual products in alternate location when public education provider does not have control of student bathrooms. Allows high school equivalency student, homeschooled student or student who attends public charter school to meet academic eligibility requirements for participation in interscholastic activities after student demonstrates that student meets specified academic standards and specified amount of time has passed. Expands protections of right to participate in interscholastic athletics to students of all high school equivalency programs. Directs Department of Corrections to develop plan and to provide online access to educational programs for adults in custody at Coffee Creek Correctional Facility and Snake River Correctional Institution. Modifies eligibility requirements and award amounts for Oregon Promise program. Allows Superintendent of Public Instruction to grant waiver of physical education requirements if school district or public charter school is unable to meet requirements because of human-created disaster or natural disaster. Prohibits marijuana retailer or medical marijuana dispensary from being located within 1,000 feet of building where public prekindergarten or kindergarten program is provided by school district or education service district. Modifies calculation of salary paid to active member of Public Employees Retirement System if member is public charter school employee, member was informed in writing that member was eligible to participate in system and public charter school made contributions to system on member's behalf. Modifies determination of eligibility for part-time faculty member of public institution of higher education for purpose of health care benefits. Declares emergency, effective on passage.
