Modifies provisions of tax laws. Modifies provisions of tax laws. Increases expense reimbursement percentage allowed to single film or single local media production project from Oregon Production Investment Fund. Applies to fiscal years beginning on or after July 1, 2022. Extends availability of income tax credit for rural medical providers to certain medical laboratory scientists and medical laboratory technicians. Applies to tax years beginning on or after January 1, 2022.] For purposes of pass-through business alternative income tax, provides for add-back amounts to be treated as qualifying income and taxed at elective reduced rate, and directs Department of Revenue to require estimated payments. Provides for penalty relief if either pass-through entity or its members make sufficient estimated payments. Applies to tax years beginning on or after January 1, 2022, and before January 1, 2024, and to estimated payments due on and after June 15, 2022. Increases limit on Multistate Tax Commission Revolving Account. Lowers income threshold for occupants for property tax exemptions that county may adopt for newly constructed single-family dwelling. Exempts, from commercial activity subject to corporate activity tax, receipts of certain pharmacies from sale of prescription drugs. Applies to tax years beginning on or after January 1, 2022, and before January 1, 2026. Extends sunset for shared services distributions. Allows taxpayer primarily doing business in agricultural sector to use three-year net operating loss carryback. Applies to tax years beginning on or after January 1, 2023, and before January 1, 2029, and to any tax year to which net operating loss arising in those tax years is carried back. Becomes operative only if all sections of chapter ___, Oregon Laws 2022 (Enrolled House Bill 4002), become law before January 1, 2023. Requires Department of Revenue to waive penalty or interest due to underpayment or underreporting resulting from authorization of required estimated payments of pass-through business alternative income tax. Takes effect on 91st day following adjournment sine die.

Establishes limits on campaign contributions that may be accepted by candidates and political committees. Establishes limits on campaign contributions that may be accepted by candidates and political committees. Requires political committee to identify as caucus, measure, multicandidate, political party, recall or small donor political committee. Prohibits person from controlling more than one of each committee. Authorizes Secretary of State and Attorney General to require return of contribution excess of limits and impose civil penalty up to 150 percent of total amount of contribution. Establishes Small Donor Elections Program to enable candidates for office of state Representative and state Senator to receive 6-to-1 match on small dollar donations. Limits matching funds. Allows resident taxpayers to designate contribution to Small Donor Elections Fund on income tax return form. Directs most election law penalties to Small Donor Elections Fund. Repeals Ballot Measure 47 (2006), currently held in abeyance, which establishes limits on political campaign contributions and independent expenditures on candidate races and establishes certain campaign finance disclosure requirements. Becomes operative November 6, 2024. Refers Act to people for approval or rejection at next general election.

Requires Secretary of State to ensure consistency in recount processes across counties involved in recount to extent practicable and to be responsible for certification of results of election or nomination. Reduces number of electors who must be registered as member of minor political party in order for minor political party to retain political party status from one-half of one percent to one-quarter of one percent of total number of registered electors in state. Declares emergency, effective on passage.

Allows Public Health Director to direct and deploy volunteer emergency health care providers under specified circumstances. Requires Oregon Health Authority to provide workers' compensation coverage for volunteer emergency health care providers. Requires enrollee in individual or group policy or certificate of health insurance and member of coordinated care organizations to be assigned by insurer or coordinated care organization to primary care provider if enrollee has not selected primary care provider within specified timelines. Allows enrollee or member to select different primary care provider at any time. Prohibits individual and group health insurance policies, health care service contractors, multiple employer welfare arrangements and, beginning January 1, 2024, state medical assistance program from denying coverage for services provided by behavioral health home and patient centered primary care home because services were provided on same day or in same facility. Limits copayments for services provided by behavioral health home and patient centered primary care home on same day or in same facility. Prohibits individual and group health insurance policies, health care service contractors, multiple employer welfare arrangements and, beginning January 1, 2024, state medical assistance program from requiring prior authorization for specialty behavioral health services provided at behavioral health home or patient centered primary care home. Clarifies that certain contracts between pharmacies or pharmacists and pharmacy benefits managers are subject to specified requirements. Declares emergency, effective on passage.
