Authorizes landowners who meet certain criteria to petition for formation of predator damage control district as funding mechanism to pay actual costs to county of preventing, reducing and mitigating damage to property from predatory animals. Authorizes landowners who meet certain criteria to petition for formation of predator damage control district as funding mechanism to pay actual costs to county of preventing, reducing and mitigating damage to property from predatory animals. Defines "prevent, reduce and mitigate damage to property from predatory animals" to include both lethal and nonlethal methods of prevention, reduction and mitigation. Establishes presumptive charges of $2 per acre for tax lots of 10 or more acres and $50 flat rate charge for tax lots of less than 10 acres. Creates cause of action under district program to counties, landowners, districts and cities involved in program. Provides for continued existence of districts formed before sunset date of chapter 650, Oregon Laws 2015. Takes effect on 91st day following adjournment sine die.

Requires pharmacist who dispenses opioid prescription to offer prescription for naloxone, or similar drug, and information about naloxone under specified circumstances. Creates exceptions to requirement to offer prescription for naloxone or similar drug. Allows pharmacy, health care professional or pharmacist to distribute and administer drug similar to naloxone. Allows certain persons to administer, to individual experiencing opioid overdose, drug similar to naloxone that was not distributed to individual. Requires pharmacies to provide written notice that drug similar to naloxone is available at pharmacy. Requires health benefit plan to provide payment or reimbursement for naloxone prescription and dispensation by pharmacist. Becomes operative January 1, 2023. Takes effect on 91st day following adjournment sine die.

Directs county veterans' service officer to report information about veteran or spouse, dependent or survivor of veteran to United States Department of Veterans Affairs. Requires county veterans' service officer to establish and maintain list of reported information and to make information available upon request to veterans' remains coordinator.

Requires individual and group health insurance policies, health care service contractors and multiple employer welfare arrangements to provide reimbursement for at least three primary care visits annually in addition to one annual preventive primary care visit covered without cost-sharing. Requires individual and group health insurance policies, health care service contractors and multiple employer welfare arrangements to provide reimbursement for at least three primary care visits annually in addition to one annual preventive primary care visit covered without cost-sharing. Exempts commercial plans offered to public employees by Public Employees' Benefit Board and Oregon Educators Benefit Board. Prohibits individual and group health insurance policies, health care service contractors, multiple employer welfare arrangements and, beginning January 1, 2024, state medical assistance program from denying coverage for services provided by behavioral health home and patient centered primary care home because services were provided on same day or in same facility. Limits copayments for services provided by behavioral health home and patient centered primary care home on same day or in same facility. Prohibits individual and group health insurance policies, health care service contractors, multiple employer welfare arrangements and, beginning January 1, 2024, state medical assistance program from requiring prior authorization for specialty behavioral health services provided at behavioral health home or patient centered primary care home.

Requires, on or after January 1, 2023, officials of public bodies to grant news media representatives access to scenes of wildfires or natural disasters on public lands that are otherwise closed to public. Requires, on or after January 1, 2023, officials of public bodies to grant news media representatives access to scenes of wildfires or natural disasters on public lands that are otherwise closed to public. Provides exceptions when access may be denied or when access may be limited to news media representatives who have received basic fire and natural disaster site safety training approved by associations representing professional news media and public safety agencies. Authorizes on-site scene commanders or designees to grant unescorted access to scenes of wildfires or natural disasters to news media representatives who assume own risk and without promise of rescue. Provides that mandated news media access rules do not apply to property owned by specified educational institutions. Directs Department of State Police] Office of Emergency Management to convene committee of equal numbers of news media and public safety agency stakeholders to develop voluntary guidelines for basic fire and natural disaster site safety training for news media representatives, examples of when circumstances warrant denial of access to news media representatives and other specified topics. Directs stakeholder committee designees to report on work of committee to House Interim Committee on Rules prior to September 1, 2022. Declares emergency, effective on passage.
