Establishes Oregon Election Coverage Fund. Establishes Oregon Election Coverage Fund. Appropriates moneys in fund to Secretary of State for purpose of awarding grants to not-for-profit corporations that commit to using grant moneys for sole purpose of providing news coverage or otherwise publicly disseminating information directly related to Oregon elections. Sunsets fund and grant program on July 1, 2033. Requires secretary to conduct study on how best to expand scope of voters' pamphlet to include video and audio content and how to utilize radio, television and Internet to publicly disseminate information currently included in voters' pamphlet. Directs secretary to submit findings, including recommended legislation, to interim committees of Legislative Assembly related to elections not later than December 31, 2024. Appropriates moneys to secretary for purpose of conducting study. Declares emergency, effective July 1, 2023.

Requires that training course for concealed handgun license include use of firearm hold agreements for firearm suicide prevention. Provides that transfer of firearm pursuant to firearm hold agreement is exempt from private transfer criminal background check requirement.

Prohibits wagering on greyhound races. Requires Oregon Racing Commission to investigate reports of Multi-Jurisdictional Simulcasting and Interactive Wagering Totalizator Hub licensees that, in violation of statute, permit greyhound wagering accounts to be opened by individuals in jurisdictions where greyhound racing is unlawful. Requires commission to suspend license of violators until licensee implements appropriate controls.] Prohibits licensees from accepting wagers on greyhound races that took place or are taking place outside United States.] Prohibits wagering on greyhound races. Provides that prohibition does not prohibit Multi-Jurisdictional Simulcasting and Interactive Wagering Totalizator Hub licensees from accepting or facilitating mutuel wagers on greyhound races from persons outside state. Prohibits licensees from accepting or facilitating mutuel wagers on greyhound races held at race courses in Mexico. Prohibits licensees from accepting or facilitating mutuel wagers on greyhound racing after July 1, 2029. Modifies information required in annual report by Oregon Racing Commission to Legislative Assembly. Modifies laws to remove references relating to live greyhound racing in this state.
