Establishes Natural and Working Lands Fund and provides for transfer of moneys from fund to certain state agencies. Prescribes uses of moneys from fund and requires Oregon Global Warming Commission to report to legislature on uses of moneys from fund. Directs State Department of Energy and commission to prepare baseline, activity-based metrics and community impact metrics for net biological carbon sequestration in natural and working lands and establish biological carbon sequestration goals. Directs State Department of Energy, in coordination with commission, to study workforce training programs needed to support adoption of natural climate solutions and provide results to committees of Legislative Assembly related to environment no later than September 15, 2024. Authorizes commission to appoint natural and working lands advisory committee. Directs State Department of Agriculture to establish competitive grant program for equipment to support soil health practices. Requires use of wood products certified by Forest Stewardship Council in public improvement contract for construction or renovation of public building. Requires Department of State Lands to require managed grazing techniques in lease of common school grazing lands on or after effective date of Act. Directs State Forester to consider impact of climate change in determinations of greatest permanent value of managed forest lands. Takes effect on 91st day following adjournment sine die. .

Directs Housing and Community Services Department by rule to establish and implement pilot program through which department cooperates with qualified lending institutions to provide 100 percent financing for residential property purchases to persons who qualify for special purpose credit programs. Directs Housing and Community Services Department by rule to establish and implement pilot program through which department cooperates with qualified lending institutions to provide 100 percent financing for residential property purchases to persons who qualify for special purpose credit programs. Authorizes department to enter into agreements with qualified lending institutions for purpose of implementing pilot program and specifies required terms and conditions of agreements. Specifies bases on which lending institution may become qualified lending institution. Requires department to offer second position mortgage loan for purchase of residential property to participants in amount that qualified lending institution does not fund with first mortgage loan. Specifies terms and conditions of second position mortgage loan. Establishes Special Purpose Credit Program Loan Fund in State Treasury, separate and distinct from General Fund. Appropriates moneys in fund continuously to department for purpose of making mortgage loans in connection with pilot program. Appropriates moneys from General Fund to department for purpose of making mortgage loans in connection with pilot program. Declares emergency, effective on passage.

Appropriates moneys from General Fund to Higher Education Coordinating Commission for purpose of eliminating tuition and mandatory enrollment fees. Requires Higher Education Coordinating Commission to conduct study to determine best methods for eliminating governing board at each public university, eliminating bonding authorities of public universities and making commission responsible for direct oversight and management of each public university. Declares legislative finding that it is not in public interest of state for public universities to have independent governing boards and declares study is first step towards making commission responsible for direct oversight and management of each public university no later than 2027-2028 academic year. Declares emergency, effective July 1, 2023.
