Prohibits licensing board, commission or agency from denying, suspending or revoking occupational or professional license solely for reason that applicant or licensee was convicted of crime or subject to qualifying juvenile adjudication that does not substantially relate to specific duties and responsibilities for which license is required. Specifies criteria for determining whether crime substantially relates to specific duties and responsibilities for which license is required. Specifies additional restrictions on licensing board's, commission's or agency's power to deny occupational or professional license. Permits person convicted of crime to petition licensing board, commission or agency at any time for determination as to whether conviction will prevent person from receiving occupational or professional license. Permits licensing board, commission or agency to charge reasonable fee for determination. Provides that final] determination is binding upon licensing board, commission or agency unless, at time of petition, person has charges pending, failed to disclose previous crime or was convicted of crime after submitting petition. Requires notice to person before final] determination that conviction will result in denial of occupational or professional license. Specifies additional rights of person and additional notice requirements.

Specifies contract price at which apprentice utilization requirements apply to qualified contracts with institutions of higher education and school districts. Specifies contract price at which apprentice utilization requirements apply to qualified contracts with institutions of higher education and school districts. Requires contractors and subcontractors on qualified contracts to employ apprentices for 15 percent of work hours that workers in apprenticeable occupations perform under qualified contracts, to provide workers with health insurance and retirement benefits and to make good-faith efforts to encourage minority individuals, women, economically disadvantaged individuals, socially disadvantaged individuals and service-disabled veterans to become apprentices with contractor or subcontractor with aspirational goal of employing minority individuals, women, economically disadvantaged individuals, socially disadvantaged individuals and service-disabled veterans to perform 15 percent of work hours performed by apprentices in apprenticeable occupations under qualified contracts. Specifies actions that constitute good-faith efforts. Takes effect on 91st day following adjournment sine die.

Creates exceptions. Reduces number of years that must have elapsed since most recent termination before person is eligible for certain expunctions. Establishes Medical Release Advisory Committee within State Board of Parole and Post-Prison Supervision. Establishes Medical Release Advisory Committee within State Board of Parole and Post-Prison Supervision. Specifies qualifications of members of committee. Establishes procedures by which adults in custody may apply for early medical release from custody and standards by which committee recommends release. Establishes cap on number of applications per month committee may consider until January 1, 2026. Provides for appointment of attorney upon release recommendation. Directs board to accept release recommendation of committee unless person poses danger to another person or public that outweighs compassionate reasons for release. Directs board to refer applicant to sentencing court for sentences requiring court authorization for early medical release. Establishes procedures for sentencing court to consider motion authorizing early medical release and enter supplemental judgment. Directs Department of Corrections to inform adults in custody concerning early medical release process and ensure application forms are available to all adults in custody. Authorizes department to directly refer adults in custody to committee for early medical release. Directs department to refer to committee certain adults in custody with terminal illness. Specifies release process when early medical release is ordered or authorized. Directs committee to annually report data concerning early medical release to committees of Legislative Assembly related to judiciary. Prohibits prosecuting attorney from conditioning plea offer on waiver of early medical release eligibility. Increases maximum number of board members from five to six. Takes effect on 91st day following adjournment sine die.
