Requires certain agencies to monitor progress advancing state net carbon sequestration and storage policy and report findings to Oregon Global Warming Commission. Directs commission to appoint natural and working lands advisory committee. Directs certain agencies to develop natural and working lands net carbon sequestration and storage inventory. Directs certain agencies to prepare net carbon sequestration and storage baseline and activity-based metrics and community impact metrics for net carbon sequestration and storage in natural and working lands. Directs commission to accept or modify metrics and submit report, providing adopted metrics and recommendations for legislation, to interim committees of Legislative Assembly related to environment no later than September 15, 2024. Directs Institute for Natural Resources, in coordination with commission, to study workforce and economic development potential of strategies to increase net carbon sequestration and storage in natural and working lands and provide results to committees of Legislative Assembly related to environment no later than April 15, 2024. Takes effect on 91st day following adjournment sine die.

Requires person 15 years of age or older operating Class IV or certain Class II all-terrain vehicles to carry and present both documentation of driving privileges and valid all-terrain vehicle operator permit. Requires person 15 years of age or older operating Class IV or certain Class II all-terrain vehicles to carry and present both documentation of driving privileges and valid all-terrain vehicle operator permit. Requires operator of Class IV or certain Class II all-terrain vehicles to complete safety education course or pass equivalency examination to obtain all-terrain vehicle operator permit. Limits Class II all-terrain vehicle operator permits to persons 15 years of age or older. Directs State Parks and Recreation Department to adopt rules to provide for Class II all-terrain vehicle safety education courses and to issue operator permit to person who has taken course. Adds Class II all-terrain vehicle to various offenses relating to all-terrain vehicles. Creates offense of operation of a Class II all-terrain vehicle without driving privileges. Punishes by maximum fine of $500. Creates offense of endangering a Class II all-terrain vehicle operator. Punishes by maximum fine of $500. Creates offense of failure to carry an all-terrain vehicle operator permit or to present an all-terrain vehicle operator permit to a police officer. Punishes by maximum fine of $500.
