Separates possession, delivery and manufacture of fentanyl from general controlled substance offense statute into separate statutes. Separates possession, delivery and manufacture of fentanyl from general controlled substance offense statute into separate statutes. Punishes by maximum of 364 days' imprisonment, $6,250 fine, or both, if person possesses over specified amount. Increases penalty for unlawful delivery of fentanyl to maximum of 20 years' imprisonment, $375,000 fine, or both, if delivery is to person under 18 years of age. Creates crimes of unlawful delivery and manufacture of fentanyl within 1,000 feet of school. Punishes each by maximum of 20 years' imprisonment, $375,000 fine, or both. Provides that offenses are crime category 8 of sentencing guidelines grid of Oregon Criminal Justice Commission. Adds alternative manner of calculating amount of fentanyl for purposes of offense level and sentencing guidelines crime category level. Provides that delivery of fentanyl for consideration qualifies as one of three factors for purposes of commercial drug offense. Increases sentencing crime category level for delivery of fentanyl for consideration. Establishes mandatory minimum sentence for delivery of fentanyl to person under 18 years of age. Prohibits optional probation or downward departure as sentence for manufacture or delivery of fentanyl if person has previous conviction. Declares emergency, effective on passage.

Imposes new requirements on facilities that provide long term care, with respect to care of residents who are lesbian, gay, bisexual, transgender, queer, intersex, asexual, Two Spirit, nonbinary or other minority gender identity or sexual orientation or who have human immunodeficiency virus. Permits Department of Human Services to impose civil penalties or take other administrative action for violation of provisions. Requires facility to ensure administrators and staff receive specified training. Requires entity that contracts with facility to provide services or supports to residents of facility to provide specified training to entity's staff persons. Excuses from compliance with requirements any requirement that is incompatible with professionally reasonable clinical judgment of management or staff of facility or with state or federal law. Requires training required for facilities be completed by Long Term Care Ombudsman, deputy ombudsmen and designees of ombudsmen. Establishes LGBTQIA2S+ subcommittee of Governor's Commission on Senior Services. Specifies membership and duties of subcommittee.

Clarifies meaning of "one-year period" for purposes of determining amount of unpaid family leave that eligible employee is entitled to take within any given one-year period. Requires Employment Department to adopt rules establishing factors for determining whether significant personal bond exists to determine individual's status as family member by reason of affinity for purposes of paid family and medical leave. For purposes of unpaid family leave, requires Commissioner of Bureau of Labor and Industries to adopt rules relating to affinity that are consistent with rules adopted by Employment Department. Expands definition of "family member" for purposes of provisions related to unpaid family leave. Clarifies employer obligations with respect to continuation of benefits during and after period of paid family and medical leave. Clarifies employer obligations regarding job protection after period of protected paid family and medical leave or unpaid family leave. Clarifies provisions related to coordination of leave taken under provisions related to paid family and medical leave program and provisions related to unpaid family leave. Clarifies that provisions permitting employees to file administrative complaint with commissioner alleging violation of provisions relating to prohibited conduct do not apply if remedy for such violations is made available under other provisions of law related to paid family and medical leave. Declares emergency, effective on passage.
