Requires the Oregon Health Authority to establish a fee-for-service rate for all medical assistance recipients at a certain rate for certain services. Requires health care providers to establish reimbursement rates for all services at a certain rate. Designates a violation of reimbursement rates and balance billing requirements as an unlawful practice of law. Requires health benefit plans, health care service contractors, the Public Employees' Benefits Board and the Oregon Educators Benefits Board to spend a certain amount on primary care payments. Requires the Department of Consumer and Business Services to establish penalties for insurers not meeting the primary care payment targets. Directs the Oregon Health Authority to establish a primary care expansion program to eligible health care clinics for specified purposes. Creates within the authority a primary care provider incentive program to provide financial incentives to eligible primary care providers. Defines "primary care provider."
