Requires the Oregon Health Authority to establish a program for the purpose of providing to credentialing organizations access to information that is necessary to credential or recredential health care practitioners. Requires the establishment of an electronic database for purposes of submitting and accessing credentialing information. Sets a January 1, 2028, operative date for provisions related to the establishment of a program and an electronic database. Requires the authority to report on the implementation of the electronic database and the adoption of rules related to the program on or before specified dates. Appropriates moneys from the General Fund to the authority to establish the program and the electronic database.

Allows a project to partake in the community solar program no matter the project's size or location. Bans the PUC from setting a limit on the program's size that is less than 25 percent of the load. Prohibits the Public Utility Commission from establishing a limit on the program capacity that is less than 25 percent of an electric company's retail electricity load in its service territory as of September 25, 2021. Prohibits the commission from establishing any limit on the program capacity for any increase after September 25, 2021, in an electric company's retail electricity load.

Directs the department to develop and administer a statewide training program for emergency volunteers. Declares a policy of the Legislative Assembly that the Joint Committee on Ways and Means should dedicate a percentage of unexpended moneys in each biennium to emergency volunteer purposes.

The Act would grant a tax break for the owner-occupied homes of people who are at least 65 years old, have resided in the home for at least 10 years and have a household income of not more than $150,000 a year. The Act would increase the tax break by five percentage points each year. (Flesch Readability Score: 62.0). Creates a property tax exemption for the owner-occupied principal dwelling of seniors who are at least 65 years of age, have resided in the dwelling for at least 10 years and have a household income not greater than $150,000 per year. Provides an exemption of the assessed value of the homestead in annually increasing increments of five percentage points. Takes effect on the 91st day following adjournment sine die.

The Act makes changes to laws about how art therapists may be licensed. The Act requires OHA and CCOs to reimburse art therapists for the services they provide. (Flesch Readability Score: 71.7). Allows the Health Licensing Office to issue to a qualified applicant a license to practice art therapy as a provisional licensed art therapist. Requires an applicant for a license as a licensed art therapist or licensed certified art therapist to complete two years of supervised mental health practice. Requires the Oregon Health Authority and coordinated care organizations to provide reimbursement in the state's medical assistance program for the cost of behavioral health services provided by licensed art therapists, licensed certified art therapists and provisional licensed art therapists.
