Bans the recoupment of certain costs if the costs are from the fault of a utility. Makes an electric company make a report on any fire event that is caused by a power line. Allows the report to be used as evidence. Specifies the economic damages allowed for property damage caused by a wildfire. (Flesch Readability Score: 61.5). Prohibits the recovery from customers of certain costs and expenses that a public utility incurs as a result of negligence or a higher degree of fault on the part of the public utility. Requires an investor-owned electric utility to provide an incident report to the Department of the State Fire Marshal and the State Forestry Department whenever a fire-related incident occurs that is caused by the utility's electric power line and to provide a copy of the incident report to the Public Utility Commission. Provides that the incident report may be used as evidence. Specifies the recoverable economic damages allowed for damage or injury to property caused by a wildfire. Allows the use of other objectively verifiable information to determine fair market value.

The Act makes a new personal income tax to fund ODFW and makes a new tax credit for people who buy fishing and hunting permits. (Flesch Readability Score: 69.1). Imposes additional personal income tax. Adjusts the rate of the tax annually for inflation. Transfers the proceeds of the new income tax, less the amount of the new income tax credits allowed to taxpayers, to the State Wildlife Fund. Directs specific percentages of the proceeds to various programs of the State Department of Fish and Wildlife. Applies to tax years beginning on or after January 1, 2026. Creates a credit against personal income taxes for the purchase of a license, tag or permit under the wildlife laws. Applies to tax years beginning on or after January 1, 2026, and before January 1, 2032. Takes effect on the 91st day following adjournment sine die.

Tells a person that is a major house builder not to collect more than 50 percent of the contract price for a project until the project is finished if the project costs $40,000 or more. Lets the person collect more if the home owner adds scope to the project. Requires a person that installs a fireproofing system to get a certificate from a state board. Takes effect 91 days after the session ends. (Flesch Readability Score: 63.1). Prohibits a major residential contractor from collecting or retaining more than 50 percent of the original contract price before substantially completing a remodeling or repair of an owner-occupied one-family or two-family residential structure if the original contract price exceeds $40,000. Permits a major residential contractor to collect not more than 50 percent of the increase in the contract price if the property owner agrees in writing to changes that increase the contract price by $20,000 or more. Permits a major residential contractor to require a property owner to make progress payments solely to cover the costs of materials, supplies and payments to subcontractors. Specifies the required contents of a contract. Specifies exceptions to the requirements. Prohibits a business from installing, applying, repairing or maintaining spray-on fireproofing material or a spray-on fireproofing system in an essential facility in this state unless the business has a certification from the Construction Contractors Board. Specifies requirements for certification. Allows a building official to require as a condition of issuing a permit that a business has the necessary certification. Takes effect on the 91st day following adjournment sine die.

Says that a person may not make a sales call by voice or text unless the person follows certain rules. (Flesch Readability Score: 80.7). [Requires a person that makes a solicitation by telephone or text message to self identify, identify the purpose of the solicitation and identify the person on behalf of which the person is making the solicitation within the first 10 seconds of the call or within the body of the initial text message. Restricts the hours during which a person may make a solicitation to 9 a.m. to 7 p.m. and the number of solicitations a person may make during a 24-hour period to three.] Prohibits as an unlawful practice under the Unlawful Trade Practices Act a person's initiating a telephone solicitation outside specified hours or more than three separate times within a 24-hour period, misrepresenting or falsifying the person's identity, the purpose of the call or the location from which the person is calling or failing to make required disclosures or inquiries during the call. Includes text messaging and other data messaging within the definition of "telephone solicitation." Takes effect on the 91st day following adjournment sine die.
