Says that the state building code applies to projects that convert offices to housing, no matter what any city or county law or rule says. (Flesch Readability Score: 63.0). Provides that notwithstanding any municipality's ordinance, rule or regulation to the contrary, the state building code applies exclusively and uniformly to any building or structure in which construction, reconstruction, renovation or remodeling occurs for the purpose of converting commercial office space to housing. The Act changes certain laws for automatic voter registration. The Act tells ODOT and OHA to adopt procedures to ensure data sent to the SOS is correct. The Act removes the 21 days for a person to decline being registered to vote. (Flesch Readability Score: 61.6). Permits the Department of Transportation to not provide electronic records of persons who are program participants in the Address Confidentiality Program to the Secretary of State for purposes of automatic voter registration. Removes the 21-day period by which a person who is automatically registered to vote may decline being registered automatically. Directs the Secretary of State or county clerk to cancel the registration of a person who is automatically registered to vote if that person declines to be registered in accordance with the notification of the process to decline provided to the person by the secretary. Directs the Department of Transportation and the Oregon Health Authority to adopt procedures to ensure the accuracy of electronic records to be provided to the Secretary of State for purposes of automatic voter registration.

The Act says that OHA and some other boards can say that CEs on suicide prevention can count as cultural competency CEs. (Flesch Readability Score: 61.4). Allows the Oregon Health Authority to approve as cultural competency continuing education opportunities relating to suicide prevention. Requires that approved cultural competency continuing education opportunities enable health care professionals to effectively care for patients who are members or veterans of the Armed Forces of the United States. Allows certain health professional regulatory boards to count continuing education relating to suicide prevention and lethal means counseling toward a licensee's requirement to complete cultural competency continuing education. This Act makes a process for some health insurers and some health providers to choose to mediate and arbitrate when they are not able to agree on a new contract. Tells the Governor to make the final decision and permits penalties. (Flesch Readability Score: 60.1). Establishes a voluntary mediation and arbitration process that certain health insurers and providers may participate in if the insurer and provider are unable to reach an agreement during a contract renewal negotiation. Establishes that the Governor, or a designee, shall issue a final determination in the arbitration process and may impose penalties for failure to comply.

The Act says DAS must give a city a grant of $2 million so the city can bring commercial air service to the Crater Lake-Klamath Regional Airport. But, if the city does not find someone to provide the service before June 30, 2027, the city must return the money to DAS. The Act becomes law in July. (Flesch Readability Score: 60.8). Says what a person must tell a resident before selling or leasing a solar energy system to the resident. Says what must be in a contract for a sale or lease of a solar energy system. Requires a solar energy contractor or person that installs a solar energy system to have a license appropriate for the scope of work the solar energy contractor or person will perform. Specifies disclosures required in purchase agreements, lease agreements and power purchase agreements related to solar energy systems. Specifies elements and provisions that an installation contract for a solar energy system must have. Prohibits deceptive statements concerning the provisions of an installation contract. Punishes a violation or a failure to comply with the provisions of the Act as an unlawful practice under the Unlawful Trade Practices Act.
