TriMet has to change its district boundaries and leave out certain areas. This rule will not go to a vote. People living in those areas should check if the change will mean new taxes for them. (Flesch Readability Score: 86.5). Requires the mass transit district known as TriMet to adopt an ordinance to modify district boundaries to exclude a specified territory. Provides that the ordinance may not be referred to or by electors. Requires persons in the specified territory to assess whether the boundary change results in any changes to tax liability.

The Act changes the tax reporting and filing rules for taxpayers that have non-US members. The Act directs tax revenues to use for parents and children. (Flesch Readability Score: 66.7). Includes, for purposes of corporate excise tax, a corporation incorporated in the United States or a foreign country in the determination of unitary relationship among corporations. Establishes the Perinatal, Child and Maternal Health Fund to fund programs to support the health and well-being of parents and young children. Transfers an amount equal to the estimated increase in revenue attributable to the change in tax treatment of multinational taxpayers to the fund. Applies to tax years beginning on or after January 1, 2026. Takes effect on the 91st day following adjournment sine die.

The Act makes laws about unpaid wages for workers who work on construction projects. (Flesch Readability Score: 65.7). Makes an owner and a direct contractor jointly and severally liable in a civil action for any unpaid wages owed to the unrepresented employees of the direct contractor and subcontractors at any tier. Provides the statute of limitations for actions regarding recovery for unpaid [and overtime] wages. Clarifies that the Attorney General may accept the assignment of claims and bring civil actions in the name of the State of Oregon on such claims. Permits the Attorney General to adopt rules regarding the assignment of claims. Requires notice to be sent by certified mail that informs the owner and the direct contractor of the alleged violation and specifies the time period within which the owner and the direct contractor may correct the alleged violation. Creates a rebuttable presumption that, in any action for unpaid wages, the person performing labor on a construction project is an employee. Provides that the party claiming otherwise may rebut the presumption by establishing that the person qualifies as an independent contractor. Provides that an owner may bring an action against a direct contractor to recover damages for amounts paid by the owner. Requires subcontractors to provide certain payroll records and other information to the owner or the direct contractor, upon request. Provides that subcontractors shall provide certain payroll records to an authorized third party representative in certain circumstances. Permits the owner and the direct contractor to withhold payment to a subcontractor in certain circumstances. Clarifies that the owner or direct contractor may withhold payment in an amount and to the extent that the owner or direct contractor paid, on behalf of the subcontractor, wages owed to the subcontractor's employees.

The Act requires gun dealers to wait 72 hours from the time of asking for a background check, and to have the approval number from the check, before giving a firearm or certain unfinished firearm parts to a buyer. The Act takes effect on the 91st day after sine die. (Flesch Readability Score: 64.7). Prohibits a gun dealer from transferring a firearm or unfinished frame or receiver until 72 hours have elapsed from the time the gun dealer requested a criminal background check, and the gun dealer has received the background check approval number from the Department of State Police. Provides that a gun dealer who has the approval number and allows the required time period to elapse before transfer has immunity from civil liability for use of the transferred firearm or unfinished frame or receiver by the purchaser. Takes effect on the 91st day following sine die.

Says that a person may not show or offer a price for goods or services online that does not include all of the fees and charges that a buyer must pay. Says that taxes and fees to ship the goods or provide the services do not need to be shown. (Flesch Readability Score: 79.9). Says that the buyer has to have a chance to approve the summary before buying. Provides that the retail buyer must approve the disclosures before the transaction concludes.] Prohibits a person that offers of sells goods or services online to a resident of this state from advertising, displaying or offering a price for the goods or services that does not include all fees or charges that a purchaser must pay to complete a transaction for the goods or services, other than taxes or fees that a governmental body imposes on the transaction or reasonable charges that the person actually incurs to ship the goods or provide the services. Specifies exemptions. Punishes a violation of the Act as a unlawful practice under the Unlawful Trade Practices Act. Takes effect on the 91st day following adjournment sine die.
