This Act creates processes by which cities can amend their UGBs or urban reserves. (Flesch Readability Score: 71.7). The Act makes a tax credit for airplanes that switch to unleaded gas. The Act says the State Aviation Board may award grants to airports that sell unleaded gas for airplanes and for projects that prevent and reduce noise. Adds two members to the board who vote and one more from DEQ who does not vote. Becomes law 91 days from sine die. (Flesch Readability Score: 82.0). Creates an income tax credit for owners of aircraft that incur qualifying expenses to enable an aircraft that is powered by leaded aviation gasoline to be certified to instead be powered by unleaded aviation gasoline. Applies to tax years beginning on or after January 1, 2026, and before January 1, 2032. Increases State Aviation Board from seven to nine voting members by requiring the appointment of two members who are residents of communities that are affected by general aviation airport traffic or traffic at a commercial airport at which there is significant general aviation activity. Makes the Director of the Department of Environmental Quality, or the director's designee, an ex officio nonvoting member of the board. Provides grants for airport development to allow the sale of unleaded aviation fuel at airports and prevent and mitigate noise around airports. Takes effect on the 91st day following adjournment sine die.

The Act makes new laws that require employers to explain certain details about employee pay stubs. The Act tells BOLI to make a sample document for employers to use to explain those details. Directs the Bureau of Labor and Industries to develop and make available to employers a model written guidance document in English and in Spanish and, if requested, in other languages, to the extent practicable.

The Act changes some requirements for a person who wants to be allowed to grow marijuana or psilocybin. The Act states that the person must tell the OHA or the OLCC where the person plans to grow, process or produce the marijuana or psilocybin and who owns the site that the person plans to use. The Act specifies some cases when the OHA or the OLCC cannot give permission to the person. (Flesch Readability Score: 60.2). Requires an applicant for a license to manufacture psilocybin to submit to the Oregon Health Authority information regarding the ownership and location of the premises to be licensed or for which a license will be renewed. Prohibits the authority from issuing or renewing a license in specified circumstances. Requires an applicant for a license to produce or process marijuana to submit to the Oregon Liquor and Cannabis Commission information regarding the ownership and location of the premises to be licensed or for which a license will be renewed. Prohibits the commission from issuing or renewing a license in specified circumstances. Requires an applicant for a medical marijuana grow site or medical marijuana processing site registration to submit to the authority information regarding the ownership and location of the premises to be registered or for which a registration is being renewed. Prohibits the authority from issuing or renewing a registration in specified circumstances. Allows the authority to release certain information about a marijuana grow site to a county for purposes of verifying ownership of a premises for which a marijuana grow site registration may be issued or renewed. Takes effect on the 91st day following adjournment sine die.
