The Act makes some changes to the laws about sign language interpreters. The Act says the SBSLI can start two new types of sign language interpreter licenses. (Flesch Readability Score: 70.9). Allows the State Board of Sign Language Interpreters to establish by rule criteria for the issuance of a supervisory sign language interpreter license [or sign language interpreter license by endorsement]. Allows a person authorized to provide signed language interpretation services in another state to provide those services in this state without a license under certain conditions. Directs the Health Licensing Office to issue a sign language interpreter-in-training license to a qualified applicant. Allows a specified person to provide signed language interpretation services on a temporary basis without a license. Directs the board to establish licensure fees. Repeals the specialty sign language interpreter licenses. Takes effect on the 91st day following adjournment sine die.

Stops people in charge of companies that do not do medical work from running both the company and another entity that does medical work. Stops companies from telling their workers that they cannot work for someone else, say that the company is bad or speak out about bad acts. Stops companies from punishing those who speak out. (Flesch Readability Score: 61.3). Prohibits a management services organization[, an individual who works as an independent contractor with a management services organization] or a shareholder, director, officer or employee of a management services organization from owning or controlling shares in, serving as a director or officer of, being an employee of, working as an independent contractor with or otherwise managing, directing the management of or participating in managing a professional medical entity with which the management services organization has a contract for management services. Specifies what conduct constitutes ownership or control of a professional medical entity. Voids noncompetition agreements, nondisclosure agreements and nondisparagement agreements between certain business entities and medical professionals, with specified exceptions, and prohibits the business entities from retaliating against the medical professional for violating the void agreements. [Punishes violations of specified provisions of the Act as an unlawful trade practice under the Unlawful Trade Practices Act.] Voids and makes unenforceable agreements that violate prohibitions against management services organization control of professional medical entities and permits a professional medical entity or medical licensee to sue to recover an ascertainable loss of money or property as a result of the violation.

The Act requires the Governor to appoint a U.S. Senator when a vacancy happens in the office. The Act states when the appointment ends and when a special election must occur. (Flesch Readability Score: 62.8). Requires the Governor to appoint a United States Senator when a vacancy in the office occurs. Requires that the appointed Senator be of the same political party as the elected Senator who vacated the office. Prohibits the Governor from appointing the Governor to fill the vacancy. Requires the Governor to call a special election within a specified period after the vacancy occurs. Requires the appointment to end when a replacement is elected.

The Act would grant a specially assessed property tax value for the homes of veterans and their spouses who outlive them. (Flesch Readability Score: 60.6). Makes having a signal jammer that can jam alarm systems a crime if the person that has the signal jammer intends to use it to break into or steal from a house or building. Says that the maker of an alarm system does not need to give an owner or repair provider a tool or part needed to fix the alarm system. (Flesch Readability Score: 62.1). Adds signal jammers that interfere with alarm system signals and communication to the definition of "burglary tool or theft device," possession of which with intent to commit or facilitate a forcible entry into premises or a physical taking constitutes the crime of possession of a burglary tool or theft device. Punishes by a maximum of 365 days' imprisonment, a fine of up to $6,250, or both. Exempts alarm systems from the requirement for an original equipment manufacturer to make available to an owner or independent repair provider a tool, part or other device or implement that the original equipment manufacturer makes available to an authorized service provider for the purpose of diagnosing, maintaining, repairing or updating consumer electronic equipment.
