[Provides that a person released pretrial on a violent felony who violates a condition of release may be held in custody if the violation constitutes a new criminal offense.] [Takes effect on the 91st day following adjournment sine die.] Repeals a manner of committing the crime of harassment. Authorizes a phlebotomist to withdraw blood for a blood alcohol analysis to be used as evidence of driving while under the influence of intoxicants. Declares an emergency, effective on passage.
