Says that a person may not make a sales call by voice or text unless the person follows certain rules. (Flesch Readability Score: 80.7). Prohibits as an unlawful practice under the Unlawful Trade Practices Act a person's initiating a telephone solicitation outside specified hours or more than three separate times within a 24-hour period, misrepresenting or falsifying the person's identity, the purpose of the call or the location from which the person is calling or failing to make required disclosures or inquiries during the call. Includes text messaging [and other data messaging] within the definition of "telephone solicitation." [Takes effect on the 91st day following adjournment sine die.].

Tells ODOE to do a study to compare the avoided costs paid under PURPA against the costs paid by IOUs to have clean power plants. (Flesch Readability Score: 63.0). Requires the State Department of Energy to study avoided costs paid to qualifying facilities under the federal Public Utility Regulatory Policies Act compared with the costs incurred by investor-owned utilities to acquire or maintain renewable energy generation facilities. The Act creates the Animal Welfare Trust to provide grants related to animals. The Act creates a fund for moneys to support trust activities. The Act tells the trust to report on trust activities every other year. (Flesch Readability Score: 64.8). Establishes the Animal Welfare Trust to provide grants to entities that provide veterinary support services related to animals in low-income households or underserved communities. Establishes the Animal Welfare Fund for the purpose of carrying out the activities of the trust. Instructs the trust to report to committees or interim committees of the Legislative Assembly related to animals on the activities of the trust on or before March 31 of each even-numbered year.

Makes voting in person the normal method for voting. Requires voters to show picture ID when voting or requesting a ballot. Refers the Act to the people at the next general election. (Flesch Readability Score: 63.8). Makes in-person voting on the date of an election the standard method for conducting an election. Allows an elector to request a ballot that may be voted by mail if the elector is unable to vote in person on the date of the election. Retains vote by mail as the primary method for conducting elections for military and overseas electors and for electors who have a mailing address outside of Oregon. Requires electors to present valid government-issued identification when appearing in-person to vote or when requesting a ballot be sent by mail. Requires all ballots to be returned by the date of an election. Removes a requirement that the state pay postage for ballots returned by mail. Refers the Act to the people for their approval or rejection at the next regular general election.

The Act changes laws related to sex offenders. The Act takes effect when the Governor signs it. (Flesch Readability Score: 73.7). Requires that the sex offender risk assessment methodology take into consideration victim input and other specified information. Directs the State Board of Parole and Post-Prison Supervision to conduct a study on the implementation of changes to the sex offender risk assessment methodology. Directs the board to submit the results of the study to the interim committees of the Legislative Assembly related to the judiciary no later than February 15, 2026, and September 15, 2026. Provides that a victim may request the reassessment and reclassification of a sex offender into a risk level within three years of the initial classification, or within five years when certain circumstances exist. Authorizes a victim to make a request notwithstanding the time limits within two years of the effective date of the Act. Requires as a condition of supervision for certain sex offenders a prohibition on residing within 1,000 feet of locations where children are the primary occupants or users. Declares an emergency, effective on passage.

Raises to 100 MW the smallest size that a wind power plant needs to be before a site certificate from EFSC is required. (Flesch Readability Score: 62.1). Increases from 50 megawatts to 100 megawatts the minimum size that a wind energy facility needs to be before a wind energy facility is required to obtain a site certificate from the Energy Facility Siting Council. Requires an applicant for a county land use permit to provide a decommissioning plan if the application is to establish a wind energy facility with an average electric generating capacity of at least 50 megawatts but less than 100 megawatts.

Tells a car maker that it must obey the state's privacy laws when getting personal data from a person's use of a car. Takes effect 91 days after the session ends. (Flesch Readability Score: 68.2). Provides that a motor vehicle manufacturer and an affiliate of a motor vehicle manufacturer must comply with the requirements of the state's privacy laws in controlling and processing personal data the motor vehicle manufacturer or affiliate obtains from a consumer's use of a motor vehicle, regardless of the number of consumers from which the motor vehicle manufacturer or affiliate obtains personal data. The Act makes several changes to the way the state budget is constructed. It sets up a detailed process for making an outcomes-based budget. It requires reports of vacant positions. It requires a budget stress test. It requires zero-based budgeting. (Flesch Readability Score: 61.2). Directs the Governor and Legislative Assembly, in developing an outcomes-based budget, to use a process to establish the priorities of state government. Requires state agencies to report to the Director of the Oregon Department of Administrative Services when any budgeted position is vacant for at least six months. Prohibits filling of a vacant position if the director determines that insufficient reasons exist for retaining the position. Directs the Oregon Department of Administrative Services, in coordination with the Legislative Fiscal Officer and the Legislative Revenue Officer, to prepare a biennial budget stress test report that estimates the effects on state finances of negative economic conditions. Declares the policy of the state to use zero-based budgeting in developing biennial budgets. Requires state agencies to include information justifying all proposed expenditures in agency request budgets. Takes effect on the 91st day following adjournment sine die.
