The Act says a person can ask ODOT to add a note on their driver license, permit or ID card. The note will let police officers know that the person has a disability that makes it hard to communicate with the officer. To do this, the person will need to fill out a form and get a doctor or other listed health professional to confirm the disability. (Flesch Readability Score: 61.6). Provides that a person may request that the Department of Transportation include on the person's driver license, driver permit or identification card the fact that the person has a disability that interferes with the person's ability to effectively communicate with a police officer. Requires the person to submit an application to the department and have a health care professional verify the disability.

The Act would create new laws for transportation network companies. The Act would take effect on July 1 of this year. (Flesch Readability Score: 79.3). Requires transportation network companies to pay minimum compensation rates to drivers. [Directs transportation network companies to establish written policies concerning account deactivations and provides requirements for such policies. Requires that such policies include an appeals process that meets certain minimum requirements by which drivers may appeal an account deactivation.] Prohibits transportation network companies from issuing an account deactivation absent just cause. [Directs the Bureau of Labor and Industries to contract with a nonprofit organization to operate a driver resource center.] Establishes minimum paid sick time requirements for transportation network companies. Requires transportation network companies to provide dispatched trip information and receipt information to drivers and passengers. Imposes recordkeeping requirements for transportation network companies [and requires the companies to compile data to submit reports to the bureau. Directs the bureau to report to the Legislative Assembly on the information received from the transportation network companies]. [Establishes the Task Force on the Ensuring Meaningful Access to Benefits for Transportation Network Company Drivers.] Requires transportation network companies to comply with notice requirements to apprise drivers of certain information regarding the rights and protections afforded to drivers. Provides the Bureau of Labor and Industries with enforcement authority over the provisions of the Act. Provides remedies for drivers alleging unlawful practices. Declares an emergency, effective July 1, 2025.

The Act makes some changes to the laws about licensed dietitians. The Act also makes a new profession called a licensed nutritionist. The Act says a person may not provide medical nutrition therapy if the person does not have a license. The Act also says that a person may not use some titles or abbreviations if the person does not have a license. (Flesch Readability Score: 64.6). Prohibits a person from [engaging in the practice of dietetics or the practice of nutrition] providing medical nutrition therapy, or from using specified titles and abbreviations, without a license. Makes exceptions to the licensure requirement. Takes effect on the 91st day following adjournment sine die.

The Act changes the kicker estimate to fund help against wildfire. (Flesch Readability Score: 64.9). Increases the amount of the estimate of revenues that will be received from General Fund revenue sources other than corporate income and excise taxes for the biennium beginning July 1, 2023. Requires that the difference between the amount actually collected and the amount estimated after the close of the 2023 regular session be transferred to the Oregon Wildfire Mitigation and Adaptation Fund. Establishes the Oregon Wildfire Mitigation and Adaptation Fund, with interest earned by the fund to be used for wildfire mitigation and community adaptation to wildfire risk. Provides for the return to taxpayers of surplus revenue over the adjusted estimate amount if the constitutional threshold is exceeded. Declares an emergency, effective on passage.
