Creates framework for school districts to measure the outcomes of students and to improve the outcomes. (Flesch Readability Score: 63.6). Requires specified entities that receive moneys from the State School Fund to measure the outcomes of the students of the entity. Directs entities to develop performance growth targets and prescribes requirements that will be imposed by the Department of Education if targets are not met. Directs school districts and public charter schools to administer and review interim assessments in mathematics and language arts to measure student academic growth. Authorizes the department to direct school districts and public charter schools to adopt specified instructional materials or to participate in training or improvement activities if the district or school does not meet the goals established in the early literacy success plan. Removes the requirement that publishers submit a fee for each instructional material proposed by the publisher to the State Board of Education. Directs the department to study the reporting requirements imposed on school districts and to identify reporting requirements that can be decreased in frequency, eliminated or consolidated. Directs the department to contract with an entity to review the administrative rule requirements for a school district or an education service district to be considered standard. Directs the department to submit to the Legislative Assembly a report summarizing administrative and organizational changes. Declares an emergency, effective on passage.

Directs the commission to award grants to eligible entities to address barriers to education and training program development and expansion. Requires an eligible entity that receives a grant to report to the commission. Directs the Oregon Health Authority to award grants to eligible entities to foster recruitment and retention of behavioral health care providers. Requires an eligible entity that receives a grant to report to the authority. Allows the authority and the Office of Rural Health to enter into an intergovernmental agreement to enable the office to award loan forgiveness grants and loan repayment grants to certain behavioral health care providers. Directs the authority and the commission to review the scholarship and grant programs and not later than June 30 of each year submit a report to the interim committees of the Legislative Assembly related to the behavioral health workforce. Declares an emergency, effective July 1, 2025.

The Act renames a state forest and transfers the running of the forest to a different state agency. The Act makes the forest a research forest and sets forth the duties, powers and conditions for managing the forest. (Flesch Readability Score: 60.6). Renames the Elliott State Forest as the Elliott State Research Forest. Authorizes the State Land Board to manage, control and protect the forest as a world-class research forest. Says that a person may not get money or an item of value for helping another person get a veteran's benefit except as federal or state law allows. Gives a person a right to sue another person for breaking the law. Takes effect 91 days after the session ends. (Flesch Readability Score: 62.4). Prohibits receiving compensation for performing certain services for or on behalf of an applicant or a claimant for a veteran's benefit except as provided in applicable federal or state law. Defines "unreasonable fee" and prohibits receiving unreasonable fees for the services. Requires the Department of Veterans' Affairs to conduct outreach and education concerning free services that are available to assist veterans in applying for benefits. Punishes a violation of the Act as an unlawful practice under the Unlawful Trade Practices Act. Takes effect on the 91st day following adjournment sine die.
