This Act says that DEQ may not find that a sewer is available to a property unless it is less than 200 feet from the property. (Flesch Readability Score: 60.0). Prohibits the Department of Environmental Quality from determining, for purposes of issuing a sewage disposal construction permit, that a community or area-wide sewerage system is available unless the sewerage system is within 200 feet of the property to be served. The Act would change how cities may amend their UGBs. The Act would let cities and counties pay back Housing and Community Services Department loans made in a certain program to fund affordable and middle housing from sources other than developer fees. The Act would let the cities and counties make loans as well as award grants to developers in the program. (Flesch Readability Score: 61.6). Repeals the ban on the use of public resources to help enforce immigration laws. (Flesch Readability Score: 65.7). Repeals the prohibition on the use of public resources to assist federal immigration enforcement. Repeals the prohibition on law enforcement agencies' or public bodies' denying services, benefits, privileges or opportunities to certain individuals on the basis of federal civil immigration actions, inquiring about an individual's citizenship status without connection to a criminal investigation or providing information about an individual in custody to a federal immigration authority. Repeals the requirement that a law enforcement agency explain to an individual committed or detained by the law enforcement agency the individual's right to refuse to disclose nationality, citizenship or immigration status and potential immigration consequences of disclosure. Repeals the prohibition on public bodies', law enforcement agencies' or officers' entering into specified agreements related to federal immigration enforcement. Repeals the requirement that a public body that receives communication or a request for assistance from a federal immigration authority report the request or communication to the Oregon Criminal Justice Commission.
