The Act tells certain entities to designate sports by sex. The Act forbids males from playing in female sports. (Flesch Readability Score: 72.35). Requires each athletic association, conference or organization with authority over intercollegiate sports, post-secondary institution of education and school district to designate athletic competitions and extracurricular sports according to biological sex. Prohibits biological males from participating in athletic competitions or extracurricular sports designated for biological females. Requires academic entities to designate bathrooms and locker rooms for exclusive use by either persons of the male biological sex or persons of the female biological sex. Except as provided under written policies for coaches, trainers and other authorized persons, prohibits persons of the male biological sex from entering or using bathrooms or locker rooms designated for use by, or in use by, persons of the female biological sex and prohibits persons of the female biological sex from entering or using bathrooms or locker rooms designated for use by, or in use by, persons of the male biological sex. Provides causes of action for students, post-secondary institutions of education and school districts.

Tells ODOE to study nuclear energy and give a report on its findings. (Flesch Readability Score: 63.4). Requires the State Department of Energy to study nuclear energy, including [nuclear waste disposal] legal pathways for the disposal of nuclear waste produced from nuclear energy. Requires the department to consult with the Public Utility Commission and the Pacific Northwest Electric Power and Conservation Planning Council and to engage with the federally recognized Indian tribes in this state, relevant state agencies and stakeholders. Directs the department to submit findings to the interim committee of the House of Representatives on climate, energy and environment not later than [September 15, 2026] January 31, 2027. The Act would make the OHA work to increase the engagement of people in some health services in Oregon. (Flesch Readability Score: 62.8). Requires the Oregon Health Authority to develop, implement and administer a program to support consumer engagement efforts aimed at increasing and optimizing consumer involvement in planning and decision-making surrounding the access to, and the delivery of, behavioral health services in this state. Directs the authority to enter into contracts with a consumer supporter technical assistance center to provide technical and financial assistance in carrying out activities that accomplish purpose of program. Requires the consumer supporter technical assistance center that contracts with the authority to submit an annual progress report to the authority. Modifies the definition of "consumer" for purposes of the Consumer Advisory Council. Declares an emergency, effective on passage.
