The Act makes creates new laws with respect to people with disabilities. (Flesch Readability Score: 67.7). Directs the Bureau of Labor and Industries to create guidance and informational materials to assist employers in complying with the laws regarding reasonable accommodation. Requires the bureau to establish a program to administer and coordinate low-cost or no-cost mediation services for the resolution of disputes concerning reasonable accommodation. Prohibits employers from denying an employee the right to have union representation in discussions concerning reasonable accommodation. Extends prohibition against discrimination in government services, programs and activities, to local governments. Prohibits employers from using minimum physical requirements to screen out persons with disabilities. Requires state contracting agencies and state agencies to include outreach, retention and recruitment of persons with disabilities in carrying out the agencies' affirmative action policies.

The Act would create new laws for adult entertainment establishments. The Act takes effect 91 days following sine die. (Flesch Readability Score: 63.6). Requires adult entertainment establishments to be registered with the Oregon Liquor and Cannabis Commission in order to operate in this state. Directs the commission to adopt rules establishing a process for applying for issuance and renewals of registration. Requires the Department of Business and Consumer Services to make training available to adult entertainers and other staff who work in adult entertainment establishments. Establishes requirements regarding the terms and conditions of leasing fee agreements entered into between adult entertainers and adult entertainment establishments. Requires adult entertainment establishments to take certain actions to protect the health and safety of adult entertainers. Takes effect on the 91st day following adjournment sine die.

Tells an insurer that it may not exclude, limit or reduce benefits under a policy that covers health care for a person's pet on the basis that the pet had a health condition before the policy went into effect. Says that this is so even if the pet owner knew about the condition. Takes effect 91 days after the session ends. (Flesch Readability Score: 61.3). Prohibits insurers that issue a policy of insurance that provides coverage or benefits to an insured for veterinary services for the insured's pet from excluding, limiting or reducing the coverage or benefits on the basis of a preexisting condition that affects the pet's health or physical condition. The Act makes new laws regarding pay transparency. The Act takes effect 91 days after sine die. (Flesch Readability Score: 73.7). Requires employers and employment agencies to include certain wage and benefit information in job postings for job, promotion and transfer opportunities. Requires employers to maintain certain employment records for each employee. Directs the Commissioner of the Bureau of Labor and Industries to conduct proactive outreach and ongoing training to educate employers and employment agencies about the requirements. Makes a violation an unlawful practice and permits the commissioner [of the Bureau of Labor and Industries] to assess civil penalties for a violation. [Establishes circumstances under which the commissioner may dismiss a complaint about a violation.] Permits the commissioner to issue a letter of explanation or education to an employer or employment agency instead of a civil penalty for a first violation. Requires the remainder of sums collected as penalties, after application toward reimbursement of costs, to be paid into the State Treasury and credited to the General Fund. Makes it an unlawful employment practice for an employer or an employment agency to retaliate or discriminate against an employee for invoking or exercising certain rights. Makes employment agencies subject to the prohibition against inquiries regarding salary history and past criminal convictions. Takes effect on the 91st day following adjournment sine die.
