Freedom to Vote Act This bill addresses voter registration and voting access, election integrity and security, redistricting, and campaign finance. Specifically, the bill expands voter registration (e.g., automatic and same-day registration) and voting access (e.g., vote-by-mail and early voting). It also limits removing voters from voter rolls. Next, the bill establishes Election Day as a federal holiday. The bill declares that the right of a U.S. citizen to vote in any election for federal office shall not be denied or abridged because that individual has been convicted of a criminal offense unless, at the time of the election, such individual is serving a felony sentence. The bill establishes certain federal criminal offenses related to voting. In particular, the bill establishes a new criminal offense for conduct (or attempted conduct) to corruptly hinder, interfere with, or prevent another person from registering to vote or helping someone register to vote. Additionally, the bill sets forth provisions related to election security, including by requiring states to conduct post-election audits for federal elections. The bill outlines criteria for congressional redistricting and generally prohibits mid-decade redistricting. The bill addresses campaign finance, including by expanding the prohibition on campaign spending by foreign nationals, requiring additional disclosure of campaign-related fundraising and spending, requiring additional disclaimers regarding certain political advertising, and establishing an alternative campaign funding system for certain federal offices.

People-Centered Assistance Reform Effort Act or the People CARE Act This bill establishes the People-Centered Assistance Reform Effort Commission within the legislative branch to review federal means-tested welfare programs. Means-tested welfare programs are those designed to specifically provide assistance exclusively to low-income Americans. The commission shall review all federal means-tested programs, excluding various specified programs such as the Social Security benefits program, Medicare, and Department of Veterans Affairs-administered programs. The commission's review shall cover topics including (1) ways to make the benefits programs more efficient and streamlined, (2) opportunities to reduce costs by contracting with private entities or delegating to states, (3) any programs that should be subject to discretionary appropriations, and (4) changes to allow caseworkers to have a holistic view of the beneficiary. The commission shall report its findings to Congress, and the report shall include proposed legislation to carry out the commission's recommendations. The Speaker of the House of Representatives and the Senate majority leader shall introduce the proposed legislation in their respective chambers. The proposed legislation shall be considered under certain expedited procedures, such as limitations on debate.

Fort San Gerónimo Preservation Act This bill establishes the Fort San Gerónimo del Boquerón in Puerto Rico as an affiliated area of the National Park System, which shall consist of the fort and grounds listed on the National Register of Historic Places and located near Old San Juan. The bill makes the Institute of Puerto Rican Culture the management entity for the affiliated area. The Department of the Interior shall develop a management plan for the affiliated area.

Unleashing American Energy Act This bill requires a minimum amount of oil and gas lease sales a year on certain submerged lands of the Outer Continental Shelf (OCS) and limits delays on federal oil and gas leases on such lands. Specifically, this bill requires the Department of the Interior to annually conduct a minimum of two region-wide oil and gas lease sales in each of the following regions of the OCS: (1) the Gulf of Mexico region in the Central Gulf of Mexico Planning Area and the Western Gulf of Mexico Planning Area, and (2) the Alaska region. In addition, the bill requires the President to obtain congressional approval before delaying federal oil and gas leases on the OCS.

Vieques Recovery and Redevelopment Act of 2023 This bill provides a framework to compensate certain residents of the island of Vieques, Puerto Rico, for the use of such island for military readiness. The bill sets forth provisions regarding award amounts for individuals and for claims by the municipality of Vieques. An individual claimant shall be awarded monetary compensation if the claimant contracted a chronic, life threatening, or physical or mental disease or illness, during or after the government used the island for military readiness.

California Central Coast Conservation Act This bill prohibits the Bureau of Land Management from administering an oil and gas leasing and development program on the Central Coast of California (e.g., Fresno, Monterey, and San Benito Counties) until it completes and publishes a supplemental environmental impact statement (EIS) assessing the environmental effects of such leasing and development, including the effects on air quality, seismicity, and greenhouse gas emissions. In addition, the bill establishes requirements for the Environmental Protection Agency's review of the EIS.

Public Land Search and Rescue Act This bill directs the Department of the Interior to establish a program to allocate resources to remote search and rescue activities conducted on lands under the jurisdiction of the Department of Agriculture or Interior. Interior may award a grant under the program to a state or a political subdivision to (1) purchase equipment and gear necessary for remote search and rescue activities, (2) reimburse such an eligible recipient for the cost of maintenance and repair of remote search and rescue equipment owned or leased by the recipient, and (3) reimburse state and local agencies responsible for remote search and rescue activities. Interior must prioritize an application from an eligible recipient who serves an area with a high ratio of visitors to residents. The federal share of assistance under the program shall be 75% of the cost of an eligible project.

IHS Contract Support Cost Amendment Act This bill allows tribes to receive contract support costs for activities that would otherwise be carried out by the Department of the Interior or the Department of Health and Human Services for direct operation of a program, but for which the costs are not fully covered by the amount of funds required by the Indian Self-Determination and Education Assistance Act of 1975.

Pala Band of Mission Indians Land Transfer Act of 2023 This bill directs the Department of the Interior to take approximately 721.12 acres of land in San Diego County, California, into trust for the benefit of the Pala Band of Mission Indians, if the tribe transfers title to that land to the United States. The land is made part of the Pala Indian Reservation. The bill generally prohibits gaming on any of the land taken into trust.

Western Wildfire Support Act of 2023 This bill establishes activities to address wildfires. The bill requires the Department of Agriculture (USDA) and the Department of the Interior to establish spatial fire management plans before the end of FY2026. The bill establishes accounts in the Treasury for addressing wildfires, a program to train and certify citizens who wish to be able to volunteer to assist USDA or Interior during a wildland fire incident, a program to award grants to eligible states or units of local government to acquire slip-on tank and pump units for a surge capacity of resources for fire suppression, the Theodore Roosevelt Genius Prize for the management of wildfire-related invasive species, and the Management of Wildfire-Related Invasive Species Technology Advisory Board. The bill also requires the Department of Defense (DOD) to reimburse a state or federal agency for the costs of wildfire suppression as a result of a fire caused by DOD activity, requires the Joint Fire Science Program to work with unmanned aircraft test ranges to carry out research and development of unmanned aircraft system fire applications, requires federal and state disaster preparedness programs to include postdisaster assistance, and authorizes the Federal Emergency Management Agency to provide funding to a state agency to establish and operate a website to provide information relating to postfire recovery funding and resources to a community or an individual impacted by a wildland fire.
