<p><strong>No Rogue Rulings Act or NORRA</strong></p><p>This bill limits the authority of federal district courts to issue injunctions.</p><p>Specifically, it prohibits a district court from issuing an injunction unless the injunction applies only to the parties of the particular case before the court. </p>

To amend title 5, United States Code, to clarify the nature of judicial review of agency interpretations of statutory and regulatory provisions.

To authorize additional district judges for the district courts and convert temporary judgeships.

To amend title 28, United States Code, to clarify the removability of certain actions against current and former Presidents and other senior Executive officials, and for other purposes.
