The purpose of this bill is to fund the West Virginia State Athletic Commission by implementing a 3% gate fee for all ticket and pay-per-view sales, live streaming right, video rights, sold for such contest and any rebroadcast rights from sanctioned events and requiring licensed promoters to provide the commission with a report showing the gross proceeds from all ticket and pay-per-view sales live streaming right, video rights, sold for such contest and any rebroadcast rights; to remove any mention of "exhibition" throughout the code; to amend titles of elected commissioners to avoid confusion regarding duplicative roles; to modify fees paid to event officials to more closely conform to industry demand; to amend code governing contestant weight classes to conform to the Unified Boxing Rules and the Association of Boxing Commissions; and to make clear that matches conducted by any university, college or high school may be exempt from this article if sanctioned by U.S.A. Boxing.

The purpose of this bill is to establish the "Stay in State" tax credit that allows residents of this state who remain in state after graduating with an undergraduate or associate degree from a state institution to be granted a tax credit for the total cost of tuition and interest for student loans used to obtain their degree. The bill provides this tax credit is against personal income tax in West Virginia and is awarded over a 10-year period. The bill provides that employers are also allowed to claim the credit for employees that qualify for the credit. The bill provides that in-state high schools, colleges, and universities are required to inform and assist students with obtaining the tax credit.

The purpose of this bill is to modify the process of charitable bingo and alcohol sales and consumption while such bingo is taking places. The bill adds an exemption for the consumption or sale of alcohol at bingo games at a Veterans Service Organization. The bill defines terms. Finally, the bill explicitly includes a Veterans Service Organization as an entity which may conduct charitable bingo games.

The purpose of this bill is to modify certain vehicles exempt from payment of registration fees, by lowering the percentage of a service-connected disability required for exemption from 100 percent to 50 percent or greater. The bill also adds recipients of the Distinguished Service Cross, Navy Cross, or Air Force Cross, to the list of persons who may receive such exemption.

The purpose of this bill is to create the utility pole rights-of-way and easement mapping initiative; to require pole owners to provide information to the Department of Economic Development to map the poles; required the Department of Economic Development to create maps with specific information about the poles; to mandate confidentiality of information about electrical facilities connected to poles; to allow the Department of Economic Development to provide information to parties who demonstrate the need for the information to determine feasibility of projects; to mandate confidentiality agreement of any requestor of reported information; and to provide exception to reporting if pole owner provides information directly to telecommunications entity.
