The purpose of this bill relates generally to Public Service Commission's jurisdiction over the collection fees charged by private commercial carriers of solid waste in West Virginia border counties. The bill requires a commission survey of fees in those counties; establishment of maximum rate for solid waste collection and transportation; and allows carriers of solid waste to adjust their rates up to the maximum rate with notice to customers.

The purpose of this bill is to prevent oil and gas wells form being orphaned on surface owner's land with no responsible driller or operator with the resources to plug the well. The bill: -Does not make any changes in bonding requirements for wells that are not producing in paying quantities. -Requires new wells to either post a single well, full cost plugging bond, or to start at the beginning of production to set aside money in an interest bearing account in the State Treasurer's office to plug the well at the end of its life. -Requires transferred wells either to post a single well, full cost plugging bond or to start setting aside money in an interest bearing account in the State Treasurer's office to plug the well. -Requires existing wells that are producing in paying quantities to set aside 15 cents per MCF in the State Treasurer's office to plug the well. -Requires operators to plug wells that were in violation of the law before that operator transferred the well to another operator if the new owner of the well does not plug the well. -Allows the owners of the surface where the well is located to defer the plugging of the well as long as that surface owner owns the land, and as long as the well is not causing environmental etc. problems. -Requires an operator drilling a new well to plug all orphaned and abandoned wells in the well's drainage area, and authorizes that driller to recover the cost from any responsible operator of the well.

The purpose of this bill is to update the law related to mortgage lender and broker regulation to align control of a licensee and key individuals with other regulatory programs, allow West Virginia to participate in and accept multistate examinations as well as application information and decisions to reduce regulatory burden on licensees, and bring West Virginia into conformity with a majority of jurisdictions by permitting remote work for mortgage loan originators.

The bill limits the maximum duration of unemployment benefits based on the state average unemployment rate. The bill requires Workforce West Virginia to promulgate legislative rules. The bill establishes an internal effective date. The bill reduces the maximum benefit for each wage class. The bill requires work search activities to qualify for unemployment benefits. The bill defines what constitutes work search activities. The bill mandates submittal of proof of work search activities. The bill provides for verification of work search activities. The bill grants the commissioner of Workforce West Virginia discretion in verification of work search activities. The bill mandates the establishment of a process to refer individuals seeking unemployment benefits to job opportunities. The bill requires individuals receiving referrals to suitable work to apply for and accept that work. The bill mandates employers to report refusal of offer of employment to commissioner. The bill allows individuals who accept part-time non-suitable employment to receive unemployment benefits without reduction for wages under certain circumstances. The bill makes certain individuals applying for or receiving unemployment benefits exempt from work search requirements. The bill establishes a process for notification of work search activity requirements. The bill requires rulemaking. The bill sets an internal effective date.
