To add Chapter 9B to Title 41, Code of Alabama 1975, to establish the Occupational Licensing Boards Division in the office of the Secretary of State; to provide that the division is responsible for the oversight and regulation of certain occupational licensing boards; to provide for the appointment of an executive director, deputy directors, and the employment of staff, including investigators; to provide standards for determining fees; to provide for the appointment of members and the reimbursement of their expenses; to provide uniformity in the collection of fees and the deposit of monies received into the State General Fund.

Relating to taxation; to amend Sections 40-2-18, 40-3-21, 40-3-25, and 40-7-25, Code of Alabama 1975, to provide a date certain by which valuation notices must be mailed by county assessing officials; to provide notice requirements regarding certain decisions of the Board of Equalization; to extend the time to pay taxes and file an appeal regarding certain actions of the Board of Equalization; and to make nonsubstantive, technical revisions to update the existing code language to current style.

Relating to alcoholic beverage licenses; to amend Section 28-3A-23, Code of Alabama 1975, to provide further for criminal background checks of license applicants.

Relating to sheriffs; to provide for the acting sheriff when the office of sheriff of a county is vacant or when certain other circumstances exist in the county; and to repeal Section 11-5-5 of the Code of Alabama 1975, relating to the county coroner serving as sheriff when the office of sheriff is vacant or when certain other circumstances exist in the county.

Relating to residential real estate; to provide prohibition on the installation of centralized mail delivery devices by residential real estate developers in certain new residential neighborhoods, with exceptions.

Relating to the Department of Finance; to amend Sections 41-4-3 and 41-4-50, Code of Alabama 1975; to provide for the charging of a reasonable fee for services provided by the Department and to allow the State Comptroller to pay a vendor which is entitled to payment for services or goods rendered to the State.

Relating to motor vehicles; to amend Section 32-6-65, Code of Alabama 1975; to define "centralized motor vehicle registration"; to allow for certain data collection; and to make nonsubstantive, technical revisions to update the existing code language to current style.

Relating to municipal occupational license taxes; to add Section 11-51-91.1 to the Code of Alabama 1975, to reduce any municipal occupational license tax greater than one percent based on an annual reduction in the tax until the tax would be one percent; to provide that any occupational license tax levied by any municipality would not apply to any person performing an occupation in the police jurisdiction of the municipality or on any property annexed into the municipality after January 1, 2023; to provide for a referendum under certain conditions in certain counties in which two or more municipalities levied an occupational tax greater than one percent on January 1, 2023; to prohibit a municipality from levying a new occupational license tax or increasing the rate of any existing municipal occupational license tax; to provide for certain exceptions from any occupational taxes for certain temporary workers and for severance pay; to specify the power of a municipality pursuant to Section 11-51-90 of the Code of Alabama 1975, to license an exhibition, trade, business, vocation, occupation, or profession only within the corporate limits and jurisdiction of the municipality, to further provide for refunds and collections of the license fees and taxes, and to provide that these provisions are retroactive and declaratory of existing law.

Relating to public safety telecommunicators; to amend Section 11-98-16, Code of Alabama, 1975, to further provide for the certification requirements for public safety telecommunicators.
