Committee: County and Municipal Government Sponsor: Ingram Analyst: Pete Grogan Date: 02/08/2022 FISCAL NOTE House Bill 111 as introduced prohibits county and municipal governing bodies from reducing funding to law enforcement agencies (LEAs) by more than 20% over a 10-year period, unless the reduction is due to reduced revenues. This bill could reduce state revenues to county and municipal governing bodies by an undetermined amount dependent upon number of local governing bodies that violate the provisions of this bill and the amount of state revenues otherwise received. Further, this bill could increase the administrative obligations of the Office of Attorney General to certify that a local governing body has 1) reduced the operating budget of a LEA in violation of this bill, or 2) restored funding to such LEA. Finally, this bill could increase the administrative obligations of the Office of State Comptroller to withhold state revenues from local governing bodies that violate the provisions of this bill.
