FISCAL NOTE

House Bill 111 as substituted and reported by the Committee on County and Municipal Government prohibits county and municipal governing bodies from reducing funding to law enforcement agencies (LEAs) by more than 30% over the previous fiscal year, with certain exceptions. This bill could reduce state revenues to county and municipal governing bodies by an undetermined amount dependent upon the number of local governing bodies that violate the provisions of this bill and the amount of state revenues otherwise received.

Further, this bill could increase the obligations of the Office of Attorney General to certify that a local governing body has 1) reduced the operating budget of a LEA in violation of this bill, and 2) request a declaratory judgement against a county or municipality that violates the provisions of this bill.
