11	AN ACT

13	Relating to Blount County; to provide for the Chair
14 of the Blount County Commission; to provide for the election
15 of the chair of the county commission on a countywide basis;
16 to provide for the term, duties, and compensation of the
17 chair; and to provide that the judge of probate shall no
18 longer serve as chair.
19 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
20	Section 1. This act shall apply only in Blount
21 County.
22	Section 2. (a)(1) The position of Chair of the
23 Blount County Commission is established. The first chair shall
24 be elected on a countywide basis at the general election in
25 2024 following a primary election, if applicable, at the same
26 time and in the same manner as any primary election for
27 members of the county commission. The chair shall take office
Page 1 1 at the same time members of the county commission take office
2 following their election. After the election and swearing in
3 of the first chair after the effective date of this act, the
4 judge of probate shall no longer serve as chair of the
5 commission.
6	(2) The chair shall serve a term of six years
7 commencing at the same time as the term of members of the
8 county commission provided by general law. Successor chairs
9 shall be elected in the same manner at the general election
10 every six years thereafter and shall commence his or her term
11 in the same manner. The chair shall serve until a successor is
12 elected and qualified.
13	(b) The Chair of the Blount County Commission shall
14 be a resident and qualified elector of the county for at least
15 one year prior to the date on which he or she would take
16 office.
17	(c) The salary of the Chair of the Blount County
18 Commission shall be the same as the base salary of the Blount
19 County Revenue Commissioner payable in the same manner as the
20 salary of the revenue commissioner.
21	(d) The chair shall preside over meetings of the
22 county commission and shall vote only in the case of a tie
23 vote of the district commissioners.
24	(e) In addition to the other duties and
25 responsibilities of the chair, the Chair of the Blount County
26 Commission shall do all of the following, as provided by law:
27	(1) Promote economic development in the county.
Page 2 1	(2) Establish and enhance intergovernmental
2 partnerships.
3	(3) Serve as the representative of Blount County and
4 the Blount County Commission on any boards, committees, or
5 other organizations that require representation of the chair
6 of the county commission.
7	(4) Perform any other duties as determined by a
8 majority vote of the county commission.
9	(f) This act shall not be construed to affect the
10 salary of the judge of probate during the term for which he or
11 she is elected or appointed.
12	Section 3. All laws or parts of laws which conflict
13 with this act are repealed.
14	Section 4. This act shall become effective
15 immediately following its passage and approval by the
16 Governor, or its otherwise becoming law.
