FISCAL NOTE

HB 287 as introduced establishes an assessment on Emergency Medical Transport (EMT) providers for the maintenance and expansion of Medicaid-funded emergency medical transport services. The assessment, to be imposed quarterly on public and private EMT providers beginning April 1, 2023, and continuing through the fiscal quarter beginning July 1, 2024, will increase annual revenues to the Alabama Health Care Trust Fund by an estimated $4.8 million to $8.5 million, according to the Alabama Medicaid Agency, dependent on the number of transports made and contingent on federal approval of enhanced EMT provider rates.

The bill would increase the administrative obligations of the Alabama Medicaid Agency by an undetermined amount to adopt rules and for non-emergency transportation services reimbursed by Alabama Medicaid which could be offset, in total or in part, by $700,000 in annual collections to cover the state's administrative costs. The bill will also increase the obligations of the Department of Revenue by an undetermined amount for the promulgation and administration of rules for the enforcement of this act and the collection of assessments levied on private hospitals throughout the state.
