FISCAL NOTE

House Bill 287 as passed the House of Representatives establishes an assessment on Emergency Medical Transport (EMT) providers for the maintenance and expansion of Medicaid-funded emergency medical transport services. The assessment, to be imposed quarterly on public and private EMT providers beginning April 1, 2023, and continuing through the fiscal quarter beginning July 1, 2024, will increase annual state revenues to the Alabama Health Care Trust Fund by an estimated $4.8 million to $8.5 million, according to the Alabama Medicaid Agency, contingent upon federal approval of the enhanced EMT provider rates.

This bill would increase the administrative obligations of the Alabama Medicaid Agency by an undetermined amount to implement the provisions of this bill, which could be offset, in total or in part, by $700,000 annually from the portion of assessments collected and allocated to cover Medicaid's administrative costs and to fund enhancements to health care services, with emphasis on non-emergency transportation. This bill will also increase the obligations of the Department of Revenue by an undetermined amount for the promulgation and administration of rules for the enforcement of this bill and the calculation and collection of assessments levied on EMT providers throughout the state.
