1 SB108 2 218020-3 3 By Senator Albritton 4 RFD: Finance and Taxation General Fund 5 First Read: 18-JAN-22 Page 0 1 SB108 2 3 4 ENGROSSED 5 6 7 A BILL 8 TO BE ENTITLED 9 AN ACT 10 11 To make supplemental appropriations for the fiscal 12 year ending September 30, 2022: from the Alabama Board of 13 Examiners in Counseling Fund to the Alabama Board of Examiners 14 in Counseling in the amount of $222,465; from the Alabama 15 Board of Examiners of Assisted Living Administrators Fund to 16 the Alabama Board of Examiners of Assisted Living 17 Administrators in the amount of $30,000; from the State 18 General Fund to various agencies and entities a total amount 19 of $143,299,887; and to amend Section 2C of Act 2021-479, the 20 General Fund Appropriations Act for the fiscal year ending 21 September 30, 2022, to clarify the intent regarding an 22 appropriation to the Department of Commerce. 23 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA: 24 Section 1. In addition to all other appropriations 25 heretofore or hereafter made, there is hereby appropriated 26 $222,465 from the Alabama Board of Examiners in Counseling Page 1 1 Fund to the Alabama Board of Examiners in Counseling for the 2 fiscal year ending September 30, 2022. 3 Section 2. In addition to all other appropriations 4 heretofore or hereafter made, there is hereby appropriated 5 $30,000 from the Alabama Board of Examiners of Assisted Living 6 Administrators Fund to the Alabama Board of Examiners of 7 Assisted Living Administrators for the fiscal year ending 8 September 30, 2022. 9 Section 3. In addition to all other appropriations 10 heretofore or hereafter made, there is hereby appropriated a 11 total of $143,299,887 from the State General Fund to the 12 following agencies and entities for the purposes specified 13 below for the fiscal year ending September 30, 2022: 14 (a) To the Legislature for reapportionment 15 litigation expenses, $100,000. 16 (b) To the Alabama Trust Fund Board of Trustees to 17 be credited as a repayment pursuant to Section 29-10-1, Code 18 of Alabama 1975, $30,000,000. 19 (c) To the Alabama Corrections Institution Finance 20 Authority (ACIFA) Program within Debt Service, $30,000,000. 21 This appropriation to the ACIFA is conditioned upon ACIFA 22 being required to make a debt service payment during fiscal 23 year 2022 on bonds issued pursuant to the authorization 24 granted by Act 2021-546. Any of the above appropriation that 25 is not needed to make a debt service payment during fiscal 26 year 2022 on bonds issued pursuant to the authorization 27 granted by Act 2021-546 is hereby appropriated to the Alabama Page 2 1 Trust Fund Board of Trustees to be credited as a repayment 2 pursuant to Section 29-10-1, Code of Alabama 1975. 3 (d) To the Bureau of Pardons and Paroles, 4 $2,995,111. 5 (e) To the Department of Economic and Community 6 Affairs, $3,000,000. Of this amount, $500,000 shall be used 7 for an economic development project in Crenshaw County, 8 $2,000,000 shall be used for renovations at Anniston Airport, 9 and $500,000 shall be used for a survey and evaluation of dams 10 in Alabama. 11 (f) To the Educational Television Commission for 12 one-time capital outlay expenses, $500,000. 13 (g) To the Department of Forensic Sciences for a 14 forensic laboratory in Dothan, $5,300,000. 15 (h) To the Department of Human Resources to be used 16 to complete the development of a new system for SNAP and TANF, 17 $5,587,531. 18 (i) To the Department of Veterans Affairs for the 19 construction of the Command Sergeant Major Bennie Adkins State 20 Veterans Home, $6,000,000. 21 (j) To the Department of Agriculture and Industries, 22 $9,500,000. Of this amount, $7,000,000 shall be used to 23 construct a new laboratory facility, and $2,500,000 shall be 24 used for rural utility infrastructure. 25 (k) To the State Law Enforcement Agency, $7,043,500. 26 Of this amount, $1,000,000 shall be used to repair hurricane 27 damage to the Orange Beach Marine Patrol facility and Page 3 1 $6,043,500 shall be used for radio and communications 2 improvements. 3 (l) To the Department of Senior Services to be used 4 to open an elder abuse shelter, $1,000,000. 5 (m) To the Alabama Medical Cannabis Commission, 6 $2,500,000. 7 (n) To the Department of Mental Health for a crisis 8 residential unit for civilly committed individuals in Region 9 1, $700,000. 10 (o) To the Alabama Department of Tourism, 11 $3,000,000. Of this amount, $2,700,000 shall be expended for 12 the World Games, and $300,000 shall be expended for the 13 Birmingham Convention and Visitor's Bureau. 14 (p) To the Department of Environmental Management, 15 $7,377,000. Of this amount, $1,500,000 shall be used for the 16 Coastal Program building at the Mobile Field Office, and 17 $5,877,000 shall be used for state matching funds required for 18 the Clean Water and Drinking Water State Revolving Loan Funds 19 under the Infrastructure Investment and Jobs Act of 2021. 20 (q) To the Alabama Forestry Commission, $3,500,000. 21 Of this amount, $1,500,000 shall be used to procure and 22 maintain vehicles and equipment used for preventing and 23 fighting forest fires, and $2,000,000 shall be used for an 24 operational training center. 25 (r) To the Alabama Historical Commission for an 26 Alabama ecotourism study, $500,000. Page 4 1 (s) To the General Fund Budget Reserve Fund to reach 2 the maximum allocation pursuant to Section 29-13-4, Code of 3 Alabama 1975, $24,696,745. 4 Section 4. Section 2C of Act 2021-479, the General 5 Fund Appropriations Act for the fiscal year ending September 6 30, 2022, is hereby amended as follows: 7 "24. Commerce, Department of: 8 (a) Industrial Development Program.... 9 Of the above appropriation, $75,000 shall be 10 expended for the Robotics Technology Park. Of the above 11 appropriation, $1,200,000 shall be expended for one-time costs 12 for the acquisition of property for an for economic 13 development project projects by the Washington County 14 Commission and Economic Development Authority. These funds 15 shall not be released until a letter of intent to purchase the 16 property is upon written request provided to the Secretary of 17 Commerce by the Chair of the County Commission and Executive 18 Director of the Economic Development Authority by the County 19 Commission." 20 Section 5. This act shall become effective 21 immediately upon its passage and approval by the Governor, or 22 upon its otherwise becoming law.
