FN-AGMWQQ-1 Page 1 FISCAL NOTE House Bill 109 Committee: Education Policy Sponsor: Representative Terri Collins Analyst: John Friedenreich Date: 03/20/2023 House Bill 109 as introduced creates the 24-member Alabama Workforce Council Committee on Credential Quality and Transparency to (1) advise the Alabama Committee on Credentialing and Career Pathways (ACCCP) and (2) make credential and competency data publicly available through the Alabama Credential Registry. This bill also requires the committee, by June 30, 2024 and annually thereafter, to provide to the ACCCP an annual, up-to-date list of credentials of value for each of the industry sectors. Additionally, this bill creates the P-20W Council, consisting of at least 8 members, as well as members from each partner agency that signs a memorandum of understanding to share data with the Alabama Terminal on Linking and Analyzing Statistics (ATLAS) on Career Pathways System. P-20W Council members shall receive no salary or per diem allowance but will be reimbursed by the Alabama Department of Commerce, which will increase the obligations of the department by an undetermined amount dependent on the expenses incurred. In addition, commencing with the 2024-2025 school year, this bill could increase the obligations of local boards of education to track and report on students that earn certain college or career readiness indicators before graduation pursuant to rules adopted by the State Board of Education to administer the provisions of this bill. Further, this bill will increase the obligations of the Department of Commerce to create the Office of Education and Workforce Statistics, and to hire a director and any necessary support staff to manage the Alabama Credential Registry and the ATLAS system. The Fiscal Year 2023 Education Trust Fund appropriation act (Act 2022-393) includes: (1) an appropriation of $600,000 to the Department of Commerce to manage the Alabama Credential Registry; and (2) an appropriation of $1 million to the Alabama Community College System (ACCS) to support FN-AGMWQQ-1 Page 2 the work of the ACCCP. Additionally, this bill could increase receipts to the State General Fund from fines; increase receipts to the State General Fund, county general funds and other funds to which court costs are deposited; and could increase the obligations of the State General Fund, district attorneys, the Department of Corrections, the Bureau of Pardons and Paroles, and community corrections programs by an undetermined amount dependent upon the number of persons charged with and convicted of the offenses provided by the bill and the penalties imposed.
