House Bill 168 as introduced would increase: (1) the competitive bidding floor for certain local
and education agencies from $15,000, under current law, to $30,000; (2) the competitive
bidding floor for public works contracts from $50,000, under law, to $100,000; and (3) as well
as increasing other threshold dollar amounts for which competitive bidding is required. In
addition, this bill would authorize those dollar amounts to be further increased based on
increases in Consumer Price Index. This bill could increase or decrease the purchase price of
goods and services procured by these entities, depending on the difference in (1) the cost of
products procured under the provisions of this bill and (2) the cost otherwise obtained under
current law.
