House Bill 273as reported by the Committee on Ways and Means Education will reduce
income tax receipts to the Education Trust Fund by an estimated minimum $1,717,500 for the
fiscal year ending Sept 30, 2024, and by an estimated $2,290,000 for each fiscal year thereafter
dependent on the number of employees and employers now eligible to claim the tax deduction
provided for in this bill.
This bill would also sunset this deduction on the sooner of the following: (1) December 31,
2028; or (2) December 31 of the tax year in which the cumulative amount reported in the
Legislative Service Agency's Report on Tax Expenditures reaches $10,000,000 for the corporate
income tax small business health insurance premiums and the individual income tax small
employer and employee health insurance premiums.
