FN-H9QG83-1 Page 1 FISCAL NOTE House Bill 284 Committee: State Government Sponsor: Representative Joe Lovvorn Analyst: Riley Aaron Date: 04/17/2023 House Bill 284 as introduced could increase the administrative obligations of the Alabama Forestry Commission to conduct public auctions or negotiated sales of surplus property owned by the Commission to other state or local entities; however these increased obligations would be offset, wholly or in part, from sales pursuant to the provisions of this bill. Based on a three year average of annual sales of surplus property auctioned or negotiated by the Alabama Department of Economic and Community Affairs (ADECA) for fiscal years 2020 through 2022, this bill could increase receipts deposited into the Alabama Forestry Commission Fund by an estimated $30,000 annually with a corresponding decrease to the ADECA Surplus Property Division. This bill could also increase receipts to the State General Fund by an undetermined amount dependent on any liquidated damages recovered by the Attorney General for sales made in violation of this bill.
