House Bill 289 as reported by the Committee on Public Safety and Homeland Security could
increase the obligations of law enforcement agencies by an undetermined amount to comply
with the provisions of this bill regarding guidelines for the disclosure of body-worn cameras and
dashboard cameras recordings. These obligations could be offset, wholly or in-part, by any fee
charged for redaction and editing of a recording prior to the disclosure, as provided by this bill.
In addition, this bill could further increase the administrative obligations of the Alabama Law
Enforcement Agency to develop a recordings retention and disposition schedule for all law
enforcement agencies.
